Summary of Position
IREX seeks a dynamic leader to oversee Tunisia-based implementation of an international education and professional development program. The Senior Program Manager will implement all program operations in Tunisia, including outreach and recruitment, alumni activities, coordination with the public and private higher education sector, and donor collaboration. The Senior Program Manager will report to the Washington, DC-based Project Director.
This position is open to Tunisian nationals.
Summary of Responsibilities:
· Provide vision and strategic direction for Tunisia-based activities
· Develop and implement a plan of Tunisia-based activities to meet program objectives
· Manages day-to-day operations in Tunisia of international education and professional development programs and the office.
· Manages program processes, schedules, communications, and program operations in Tunisia.
· Fosters and maintains relations with Tunisia-based donors, the higher education sector, private sector collaborators, and program partners.
· Ensures compliance with donor requirements.
· Provides input to the development of training design, training materials, and monitoring and evaluation systems.
· Facilitates and leads outreach and recruiting events, training workshops, meetings, and other events.
· Manages, mentors and coaches project participants, consultants, and/or collaborators.
· Oversee budgeting and ensure budget discipline for Tunisia-based activities; Maintain field-based accounting and finance processes.
· Coordinate with home office
Skills and Qualifications:
· Eight years of progressive leadership experience, including reporting and budget management, in international education or development.
· Experience liaising and partnering with Tunis- and regionally-based higher education institution stakeholders, including ministries, universities, private businesses, NGOs, and others.
· Demonstrated ability to develop public-private partnerships
· Ability to communicate effectively with internal and external stakeholders, including governments, private sector, HEIs, donors, etc.
· Demonstrated experience and knowledge of the Tunisian public and private university and technical institute systems.
· Proven expertise in training design and facilitation skills.
· Experience managing US government (Department of State, USAID, and/or Department of Education) supported programs.
· Excellent project management and organizational skills.
· International academic experience
· Ability to communicate professionally and provide written reporting in English required; fluency in Tunisian and French required.
· Bachelor’s degree or higher in related field; Master’s or higher preferred.
