Contexte
Action under lot 3 “Mental Health, Substance Abuse and Psychosocial Support” of the project to “Improve Access and Quality of Health Care Services in Libya” funded by the European Commission, and reference to the collaboration agreement with “Handicap International Federation”.
The project scope aims at Improving Access and Quality of Health Care Services in Libya, Lot Three specifically targets Mental Health, Substance Abuse and Psychological Support. Amongst the specific objectives proposed in this Lot are:
Purpose of the Position
This position is located within NEBRAS as joint applicant with ASSOCIATION FEDERATION HANDICAP INTERNATIONAL, under the operating name of Humanity & Inclusion. The position has field and home-based assignments, as applicable. The incumbent will be under the overall supervision of the Senior Project Manager.
The M&E Officer will support the Senior Project Manager in all data collection, analysis, and learning activities to help ensure accountability and efficiency from start to finish for the project.
S/he will provide technical field support to the Program team, and will work closely with Project Coordinator to assess field conditions, support capacity building initiatives, and facilitate the collection of quality data under the supervision of the Senior Project Manager.
S/he will collaborate with the Senior Project Manager in reviewing and preparing monthly, quarterly and final narrative and financial donors’ reports.
Additionally, s/he will replace or work with other members of the team, as need be, follow up of program expenses, implementation of processes, standard operating procedures and any other tasks given to her/him by the Senior Project Manager.
Duties and Responsibilities
Within delegated authority, the M&E Officer will be responsible for, but not limited to, the performance of the following duties:
– Support the Senior Project Manager, and the Project Coordinator for assigned project
including monitoring data quality, tracking the progress of activities, and contributing to staff capacity building initiatives as necessary.
– Assist Project staff and the Senior Project Manager in clarifying project information
needs.
– Support project/program staff on ways to properly document, organize and capture program progress.
– Support the Senior Project Manager to ensure that donor, partner, and Senior Management data queries are addressed in an accurate and timely manner.
– Support and participate in internal and external project evaluations.
– Monitor all project activities, expenditures and progress towards achieving the project output.
– Support Senior Project Manager in reviewing donor agreements, action plan, and reports, to ensure high quality reports are submitted on time for this project.
– Review and monitor with the Manager to identify the causes of potential bottlenecks in project implementation, and propose corrective measures to be implemented
– Assist in preparing monthly, quarterly, interim and final progress reports (narrative and financial), for the project activities.
– Assist the Project Manager in preparing other relevant reports.

Qualifications and Experience
Advanced university degree (Master’s degree or equivalent) in programme management, monitoring and evaluation, strategy planning and finance or a related field. A first level university degree with a combination of two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
A minimum of seven years of progressively responsible experience in project or programme management, coordination, policy implementation, monitoring and evaluation or a related field. Relevant experience at similar projects, funds, and programmes) – or similar organization is preferable. Experience in leading results-based budgeting processes required. Experience in management and assessment processes and procedures (i.e. strategic assessment, programme audit, performance appraisal, and staff selection) is required. Experience in drafting project or meeting documents, preparing reports, as well as organizing expert meetings is required. Knowledge of Libya is preferable. Deep expertise in UE project and activity design, is desirable.
Fluency in English and Arabic is required.
