Oxfam Novib “Country” is looking for a “Linking and Learning Coordinator”

 

Duty station: Tunisia
Type of appointment: Fixed-term Contract 
Contract duration: 12 months with possibility of renewal 
Work schedule: Full-time (40 hours per week)

Salary & Scale: According to Oxfam salary scale and HR policy and conditions in Tunisia

CONTEXT

Description of Protect, Systems for Enabling Environment 

The “EU system for an enabling environment for civil society – Flexible Support Mechanism” project (SEE) is a Euro 21 million program for six years founded by the European Commission in the framework of the EU System for an Enabling Environment (SEE) for Civil Society. It aims at improving civil society partners’ capacity and ability to detect and respond to situations of a deteriorating enabling environment, as well as strengthening positive developments. 

The Program will establish a Flexible Support Mechanism with Financial Support to Third Parties to respond to the need for flexible and timely financial support for civil society in situations changing enabling environment. Different typologies of funding will be available to Civil Society Actors (CSAs) in the 86 EU SEE countries across four regions worldwide (MENA, Sub-Saharan Africa, Americas and The Caribbean, Southern Neighbourhood). The project includes a Linking and Learning component as a key component of the action for building solidarity and a continued source of learning to support civil society actors’ efforts in jointly defend civic space and strengthen the enabling environment, the action’s L&L strategy will be co-developed with CSAs. 

 

OBJECTIVE OF THE POSITION

The Linking & Learning (L&L) Coordinator provides leadership on the design the L&L approach, strategy and Plan. The L&L Coordinator leads and facilitates – increasingly together with CSOs and the SEE secretariate – L&L processes to increase the effectiveness of the flexible support mechanism for enabling environment for civil society actors. The L&L coordinator oversees all L&L initiatives implemented in the framework of the SEE program. The L&L Coordinator advises on capacity development activities for CSAs. The L&L Coordinator coordinates and supports the implementation of L&L activities by SEE grantee partners, monitoring its impact together with Consortium partners and facilitating documentation and dissemination of lessons learnt with a variety of audiences.  

 

This position will be connected to Oxfam’s Knowledge Hub on Governance & Citizenship (KHG&C). For the past 8+ years the Knowledge Hub on Governance & Citizenship has been bringing peers together to learn and exchange on good practice, challenges and failures, curating knowledge products and key lessons and insights. The Linking & Learning (L&L) Coordinator will contribute to the work of the KHG&C by bringing people, content, network members and external allies together, making knowledge (experience and expertise) more visible, accessible and used to deliver greater impact and influence. 

 

The L&L Coordinator is a member of the Program Management Unit (PMU) of the SEE program and a member of the core team of the Knowledge Hub Governance & Citizenship of Oxfam. The L&L Coordinator works closely with the Program Manager, MEAL coordinators and the Grant Coordinators in the Consortium to ensure that grant policies and systems are aligned with SEE’s linking and learning ambitions and plans, as well as exchange with Oxfam´s network

KEY RESPONSIBILITIES

  1. Designs an approach for L&L together with key stakeholders and aligned with the MEAL framework; 
  2. Oversees assessment and analyses of capacity development needs of sub grantees (baseline) together with the MEAL advisor;
  3. Develops and advises on the implementation of a capacity development strategy for CSAs;
  4. Supports grant officers in contracting and post contract grant management of capacity development providers;
  5. Facilitates documentation and communication of lessons learnt and best practices of L&L, in particular for feeding into evidence-based advocacy and influencing.
  6. Support the creation of strategic relationships with internal stakeholders and external partners working on civic space, human rights and other relevant networks on behalf of the program and the KHG&C
  7. Establish strong and trusting relations with teams among SEE consortium partners, SEE network, grantees and across the Oxfam confederation to enable communication and knowledge sharing on civic space
  8. Advance the learning agenda on our approach of protection of activists, security with Civic Space lenses for partners and for Oxfam, flexible funding approaches by implementing L&L activities and analysis of partners´ learning.
  9. Oversees development of an effective infrastructure for sharing lessons learnt and shares lessons learnt in relevant fora;
  10. Facilitates the collection and use of relevant L&L information and practices from within and outside Oxfam.

WHO ARE WE LOOKING FOR?

  • 5 years of experience in designing and implementing linking and learning activities;
  • Knowledge of and being able to design, adapt and apply linking and learning methodologies with a decolonial and feminist perspective;
  • Knowledge of and affinity with social inclusion, civic space, civil society strengthening, lobby & advocacy, capacity development;
  • Academic background (MA level) in education, social sciences or humanities;
  • Excellent communication skills both verbal and written, especially remotely and across cultures.
  • Experience in producing written products and online communications for diverse audiences.
  • Well-developed ability to plan, develop and facilitate learning initiatives.
  • Organizing, facilitation and coordinating skills, able to perform complex tasks and to prioritize;
  • Strong interpersonal and communication skills (proactive networking, collaboration and sense of initiative) and the ability to work effectively with a wide range of constituencies in a multicultural environment; 
  • Team player but able to work independently and with self-motivation 
  • Ability to document, share and profile lessons learnt;
  • Excellent written and verbal English skills and other languages like French or Arabic is desirable.
  • You have a valid permit to reside and work in. Even if you work remotely.
