Job Description
The Innovation and Planning Agency is looking for a national legal officer (w/m/d) to support the “Basta Harraga Project” (BHP) in Tunisia. The BHP is supported by the European Commission’s Asylum, Migration and Integration Fund (AMIF) and the Austrian Interior Ministry and is implemented as of March 2021 by EB Projektmanagement GmbH (EBP) in Austria through its implementing partner Innovation Planning Agency Switxboard SUARL (IPA) in Tunisia. The BHP tries to establish direct contact and involvement of Tunisian and third country migrants to better care for those in particular need of protection and to ensure access to help. The target groups are assisted with psychosocial support counseling and safe spaces, facilitating reintegration in their country of origin, information and legal services in Tunis, Sousse, Sfax and Zarzis. It is further hoped that alternative solutions and perspectives can be developed to counteract irregular migration. Under the line management of the coordinator, the national legal officer is based in Tunis and leads the office’s day to day affairs.
The legal officer will join a social team consisting of a psychologist, social workers with the assistance of a remote support team as well as adherence to IPA’s Code of Conduct and standard operating procedures.
The ideal candidate combines professional human rights experience with a flexible hands-on attitude. He/She should bring a high level of social engagement, understanding of migration issues and motivation with the ability to work independently to this exciting position.
Under the responsibility of the coordinator, the national legal officer performs the following missions:
– Ensures smooth operations and adherence to EBP / IPA policies, guidelines, donor requirements, national laws and procedures
– Ensures the legal assistance and the referal of migrants, asylum seekers and refugees, unaccompanied minors, Tunisian returnees and potential victims of trafficking. – Carries out an individual interview and collects stories, detects and analyzes social and legal needs in order to proposes an adequate solution.
– Provides legal and social information responding to the individual situations of clients. – Perform mediations with individuals for certain disputes.
– Mobilize legal assistance if necessary.
– Follow up on cases until problems are resolved.
– Develops “law” sheets formalizing the rights and the procedures to follow depending on the situation.
– Ensures the monitoring and reporting of the activity
– Provides physical support for beneficiaries to social partners if necessary – Organizing thematic working sessions to share best practices and lessons learnt in the course
of documentation and legal assistance.
