DIGNITY is seeking a Legal Advisor for our Tunisia Country Officer
DIGNITY- Danish Institute Against Torture is seeking a legal officer with solid experience in human rights, advocacy, and reform of the justice sector in a development context for our country office in Tunis, Tunisia.
About DIGNITY
DIGNITY is an independent nongovernmental anti-torture organization founded in 1982 in Denmark. DIGNITY is present in more than 20 partner countries with more than forty years of experience in the rehabilitation of torture and organized violence survivors and in the prevention of torture.
In January 2012, DIGNITY opened an office in Tunisia to manage and implement an extensive development programme for Tunisian stakeholders (state institutions and civil society) through cooperation partnerships comprising 3 axes: prevention of torture, rehabilitation and access to justice, and prevention of urban violence. These partnerships include engagement with civil society and state actors on the rehabilitation of torture, monitoring of places of detention, the identification of victims of torture, and the documentation of torture.
As a Legal Advisor, your primary duties and responsibilities include:
- Contributing to the development and implementation of DIGNITY policies, strategies, methodologies, and work plans on the right to reparation and prevention of torture;
- Conducting legal research and providing legal advice on international human rights law, practices related to the prohibition, reparation and prevention of torture and organized violence, and related issues;
- Assisting in drafting political/legal briefs and updates on developments in Tunisia and Morocco, and possibly other countries in the region (e.g. new legislation, political developments, specific developments within human rights and justice sectors);
- Representing DIGNITY at meetings with civil society partners and with state actors;
- Performing as an advocate for human rights at the national level in cooperation with DIGNITY’s national and international partners;
- Preparing and facilitating thematic trainings for partners and state actors and civil society;
- Proposing academic training curricula on torture and human rights;
- Contribute to projects development with the program team to ensure elucidating DIGNITY’s technical expertise added value.
- Contributing to the collaborative development of manuals and guidelines with partners notably public actors on torture-related subjects;
- Revising guidelines and manuals on torture-related subjects;
- Other tasks to be assigned by the Head of Mission.
Qualifications
The ideal candidate for this position has:
- A master’s degree in, international law or similar academic legal background is required;
- Complementary training or experience in human rights is particularly desirable;
- Knowledge of Tunisian criminal law and procedure is required (knowledge of Moroccan criminal law and procedure is desirable);
- Knowledge of international human rights law, including regional and international norms is required;
- Knowledge of international norms and law relating to the prevention of torture is desirable;
- Experience in research and analysis as part of research assignments on specific legal issues is an advantage;
- Experience in training program development and implementation is desirable;
- Experience in manual and guidelines development is an advantage;
- Experience in communicating with a wide range of actors, including lawmakers and policymakers, criminal justice administrators, and civil society is required;
• Experience in working for legal reform and reform of the criminal justice sector is desirable;
- Experience in developing and coordinating projects, especially with civil society, is required;
- Oral and written fluency in Arabic and French is required;
- Knowledge of English is an advantage.
Location
The position is based at DIGNITY’s Tunisia office in Tunis, with regular travel to Morocco.
Salary
DIGNITY guarantees a competitive salary, depending on seniority and experience, comparable to what is offered for similar positions in international NGOs in Tunisia.
