TEAM PURPOSE: 

Under the leadership of the North Africa Programs Management and Quality Lead (PMQL), the Program Team (PT) ensures alignments with Oxfam global, regional and NA subregion strategy, quality and partnership approaches across all programs and interventions. The PT is inclusive of all Program Managers and Project Leads and their respective teams. The team’s purpose includes the development of the programs strategic documents, plans and reports, the advancement and quality application and implementation of Monitoring, Evaluation Accountability and Learning (MEAL) framework, and mentoring and mentoring their implementation with other colleagues and partners. The team is also responsible for advancing Oxfam’s program portfolio, through the quality design and development of new project, leveraging on successes and lessons of existing and previous ones. 

In addition, the Programs team works in close partnership with the Influencing, Advocacy, Campaigns & Communication team, the Business Development & Fundraising team and the Finance & Operation team, to ensure Oxfam One Program approach and align effort and aspired outcomes. The PT directly contributes to advancing the NA strategies, resources and working approaches. 

In NA, we implement context-relevant projects with inequality as cross-cutting and seek to advance the role and capacities of national and local actors, support influencing and advocacy and knowledge-for-impact efforts, within and beyond the region.

JOB PURPOSE:

Under the direct line management of a Program Manage / Project Lead, and through technical support and guidance from the Matrix Manager (Media/Communication Lead) the Learning & Communication Officer is responsible for the development of the most effective and efficient learning trajectory, and communication plans, ensure their effective implementation and successful agreed deliverables. The L&C Officer works closely with the relevant project/s team members, and where relevant, coordinates, guides and supports their input and effort, to ensure alignments with the plans in place, and the fulfillment of goals and obligations. In addition, the L&C Officer is responsible to guarding and ensuring the sufficient and compliant application of Oxfam learning and communication policies, steer and approaches. Where agreed, the L&C Officer works directly with the Project’s parnters, mentors and monitors their implementation in line with the project’s overall plan and obligations. Furthermore, the L&C Officer is expected to engage and collaborate with other MEAL, Learning and Media/Com Oxfam staff members, and contribute to the NA Program Team’s advancement, overall reports and plans. 

Key Responsibilities and Accountabilities 

The Learning & Communication Officer is a member of the larger extended Program Team, and can be assigned to one or more project, depending on the project needs, and/or the candidate specific technical expertise and overall competencies.

KEY STAKEHOLDERS Internal stakeholders: NA Director and SMT, NA team, MENA Regional Platform, Partner Affiliate/s, Executing Affiliate/s (EA) related department and staff. 

External stakeholders: Oxfam extended network of partners, and project specific parnters, service providers, relevant Institutional and Official parties, and others (per need and request).

KEY RESPONSIBILITIES

Learning trajectory and knowledge management:

    • Directly and actively engage in the development of the project’s learning trajectory design, implementation, evaluation and successful closure. 
    • In collaboration with relevant stakeholders develop sound and inclusive methods for data collection and learning. 
    • Take part in and engage in project related activities and events and regularly review project reports and materials to extra data relevant to the learning trajectory plans. 
    • Compile project data, and prepare useful analysis (to project, the partners and Oxfam programs in general), in line with the project goals, and the learning trajectory, as needed and agreed with the line manager. 
    • Support the project team and partners in extracting critical lessons and identifying and highlighting achievements which are linked to the project objectives, outcomes and aspired impact.
    • Encourage and initiate learning spaces and sessions, for exchanges and cross learnings between partners, and between project teams and partners, including annual learning and reflection workshops. 
    • Where needed and agreed, support partners in data analysis and effective integration of learning trajectories within their own project activity plans. 
  • Support the project team in advancing their Learning and Communication understanding and skills, hence contributions. 
  • Assess the project partners’ Learning capacities and needs, develop and/or coordinate and organize relevant capacity building sessions, trainings, provide and share tools, etc., in agreement with the line manager/s and colleagues.  
  • Engage and take an active part in project team meetings, and contribute to the sufficient implementation of the project, in respect of the Learning and Communication component (present results, give recommendations, suggest solutions).

Production, Communication and Dissemination:

  • In line with the learning trajectory plans, together with the relevant internal stakeholders, develop a comprehensive compliant and safe dissemination and communication strategy and plan, and facilitate and monitor its successful implementation, in line with Oxfam participative and feminist approach and donor’s policies and obligations. 
  • Reproduce the compiled data, drafted analysis, and gathered information and lessons, and craft compelling material for their communication, dissemination, and publications; through project or Oxfam reports, and plans, or media or social media outlets (including but not limited to: stories, factsheets, briefings, statistics, etc.). 
  • Work closely with the Program Manager, the Media&Com lead to ensure their input and sign off on all project related learning and communication reports, plans, products, communications, etc., and lead on their dissemination, per agreed and approved planned. 
  • Directly contribute to the production of the project’s plans, reports and other materials, in line with Oxfam and donor’s obligations. 
  • Prepare the relevant and most effect data and information to be shared during the learning sessions, workshops and events, with staff, parnters, or others. 
  • Where relevant, directly contribute to high-impact media and communications products to help raise Oxfam’s profile, raise the voices of the people we work with. 
  • Conduct direct interviews, with staff, partners and beneficiaries and produce high impact stories, for use in the national, sub-regional and global markets media and social media outlets.
  • In coordination with the Media/Com Lead, guide and advise the program staff to ensure sufficient compliance with the relevant Oxfam global policies and steer on branding, approvals and sing off, risk assessment, etc. 
  • Monitor and evaluate the impact of the communication and dissemination plan, media activities, coverage and reach, etc. and provide regular analysis to the managers and team.
  • Support other project’s learning, media and communication planning and implementation.  
  • Support the management and monitoring of Oxfam’s social media outlets and platforms.
  • Contribute to updating North Africa information on internal social platforms, and to any NA products, and their dissemination. 
  • Support partners in strengthening their communication capacities by identifying training, coaching, and learning events and resources.

WHO ARE WE LOOKING FOR?

Oxfam is seeking a dynamic professional Learning and Communication Officer with the following traits: Initiative, decisiveness and consistency; Self-Awareness and mutual accountability; and Solution-oriented and agility. 

In addition, the following skills and experiences are part of this job requirement: 

  • A relevant bachelor’s degree OR equivalent level of professional and work experience, with similar type of organizations. 
  • At least 8 years of experience with progressive levels of professional responsibilities and proven experience in quality learning and communication activities and project’s design, planning, implementation, monitoring, and successful and compliant closure. 
  • Good knowledge and understanding of the North Africa, especially in Morocco, Tunisia and/or Egypt, socio-economic contexts, civil society field and the development area of work. 
  • Solid experience in developing learning trajectories, plans, tools, and in building data collection and management mechanism, conducting data analysis, supporting research, compiling strategic and effective lessons. 
  • Good understanding of the MEAL (monitoring, evaluation, accountability and learning) functions, approaches and tools; direct experience in MEAL is a plus. 
  • Solid experience in drafting stories and articles, conducting interviews, and drafting media briefs. 
  • Solid experience in managing and handling social media outlets. 
  • Solid skills in coordinating and facilitating processes that require the involvement of, and/or interaction between, a collective or a team. 
  • Solid writing skills, and experience in developing quality plans and drafting reports. 
  • Experience in risk assessment, and in contributing to the development of prevention and mitigations plan, together with the team and parnters. 
  • Proven experience in directly engaging with, and mentoring and supporting diverse types of partners, stakeholders and colleagues, in areas related to learning and communication. 
  • Commitment to adhere to equity, diversity, gender, child safety and staff health and wellbeing principles.
  • Commitment to Oxfam’s safeguarding policies to ensure all people who come into contact with Oxfam are as safe as possible.
  • Demonstrated ability to work under pressure, prioritize, meet deadlines, and hold self and others to account.
  • Willingness and availability to conduct field visits and travels, as required. 
  • Excellent Arabic and English skills (reading, speaking, writing); a good command of French, is a plus.
