Job Overview/Summary:
The Learning and Development Officer will be in charge of all activities that support staff learning and development. This will include support to designing, and implementing of interventions, conducting staff learning and development needs assessment, support budgeting process, developing and overseeing implementation of an annual learning and development plan. The position will also be in charge of conducting internal and external surveys to map out and document available learning and development service providers.
Major Responsibilities:
Conduct annual employee learning and development needs through review of PME forms and discussion with line managers.
Assessment and survey for Development & Leadership Training needs.
Together with the HR Coordinator and Program Coordinators develop and implement annual Learning and Development plans.
Communicate to the Libya leadership on the required budgets to support annual learning and development plan.
Coordinate recruitment of Trainers, Training Institutes, and support development of Training Programs according to identified learning and development needs.
Coordinate with Supervisors to ensure all participants fully attend identified the trainings.
Analyze the quality and value of learning interventions through collection of feedback from participants and their Supervisor concentrating on training experience, cost, behavior change of participants and, schedules, etc.
Ensures all Coordinators/Supervisors develop and oversee implementation of a learning and development plan to support individual staff Career development.
Monitor, evaluates, document and develop lessons learnt and use to improve the LB learning and development interventions, processes and policy.
Prepare monthly and annual reports that inform the management on the progress of SY-XB learning and development interventions.
Ensures all training history is well filed in employees HR file and relevant learning and development records are securely maintained.

Indirect Works With: Program and Operation Coordinators, Direct Supervisors, Regional Learning and Development Unit
Working Environment: Working with HR department in Tunis Office.
