Project Background 

 

The project “Destination Emploi” seeks to strengthen socio-economic integration in Tunisia by  addressing the skill gaps in responsible and sustainable tourism. One critical area of intervention is  empowering young people and vulnerable groups to pursue self-employment and entrepreneurial  opportunities in the tourism sector. This involves identifying existing skill gaps and designing targeted  training and support programs to enhance their entrepreneurial capabilities and foster innovation. 

Objective

 

The objective of this assignment is as follows: 

Mobility program:  

  • Enhance Professional Mobility: Develop and implement a mobility program that increases  flexibility and adaptability for youth in managing careers and job searches across different  regions.
  • Promote Career-Building Job Placements: Facilitate professional integration in the responsible  and sustainable tourism sector through quality job placements that actively contribute to  strengthening participants’ career paths and long-term employability. 
  • Inform Policy & Program Design: Deliver an in-depth labor market analysis to pinpoint critical  gaps and opportunities, providing actionable recommendations for stakeholders in the tourism  sector. 

Coordination and supervision of work placement programmes 

  • Ensure effective coordination of job placement programs: Oversee the implementation of  tailored job insertion schemes by ensuring that learners are successfully placed in relevant work  environments. This includes aligning opportunities with employer needs, clarifying roles among  stakeholders, and ensuring efficient matching processes. 
  • Strengthen supervision mechanisms for professional placements: Establish structured follow-up  and support systems to monitor the progress of learners during their placements, ensure the  quality of the work experience, and maximise their chances of sustainable employment and  career development. 
Scope of Work

 

The selected expert(s) will be responsible for the following key areas: 

Circular & Seasonal Mobility Programme  

  • Programme Design & Development: 

o Develop a detailed design for a Circular and Seasonal Mobility Programme linking inland  regions (Ain Draham and Tozeur) with coastal areas (Monastir and Djerba).  

o Ensure the programme encourages professional mobility and fosters versatile skill  acquisition in sustainable tourism.  

  • Implementation & Monitoring:  

o Oversee the rollout of the mobility programme, ensuring that it effectively supports  career management and job search flexibility among youth.  

o Monitor and evaluate programme outcomes to measure increased adaptability.  

Job Placement Action Planning & Market Gap Analysis 

  • Labour Market Mapping & Opportunity Identification: 

o Conduct a targeted analysis of the labour market within the sustainable and  responsible tourism sector, with a specific focus on identifying realistic and accessible  job opportunities for programme beneficiaries who have already completed their  training. 

o Collect data from employers, sectoral associations, and regional actors to map out  current and short-term placement prospects.

  • Action-Oriented Reporting & Planning: 

o Deliver a concise report highlighting immediate opportunities for insertion and key  barriers to employment in the sector. 

o Based on findings, develop a concrete and time-bound action plan to place learners  into relevant internships, jobs, or apprenticeships, including outreach to employers,  matching strategies, and follow-up mechanisms. 

Traineeship and Work Placement Programme Coordination (by Two Facilitators): 1. Design of Tailor-Made Placement Schemes: 

o Develop and implement job placement schemes tailored to the profiles of programme  graduates and the needs of enterprises operating in the responsible and sustainable  tourism sector. 

  1. Supervision of Placement Implementation: 

o Coordinate all stages of the placement process, including employer outreach, candidate  matching, placement follow-up, and issue resolution. 

o Ensure that placement procedures are clearly documented, with defined  

responsibilities and timelines for all actors involved. 

  1. Execution of Job Placements: 

o Secure and coordinate four-week job placements in relevant enterprises for all trained  participants, ensuring that each placement corresponds to the participants’ skills and  aspirations. 

  1. Promotion of Labour Market Integration: 

o Facilitate direct entry into the labour market through structured placements, with the  goal of securing long-term employment or income-generating opportunities. 

o Monitor outcomes and provide individualised support where needed to maximise  successful integration. 

  1. Stakeholder Engagement: 

o Work closely with local institutions, private sector actors, and regional tourism  stakeholders to mobilise placement opportunities and encourage inclusive hiring  practices. 

o Promote the value of employing youth trained in sustainable tourism approaches. 6. Contribution to Employment Pathways and Programme Learning: 

o Document success cases, barriers to placement, and lessons learned. 

o Provide regular feedback to the programme team to support the continuous  improvement of the placement component and inform future interventions.

Deliverables

 

The selected expert(s) should submit the below Deliverables: 

Circular & Seasonal Mobility Programme 

o Mobility Programme Design Document: A detailed design and operational plan for the Circular  & Seasonal Mobility Programme, including eligibility criteria, employer engagement strategy,  geographic targeting, timelines, and monitoring tools. 

o Programme Implementation Report: Documentation of the programme’s implementation,  including number and type of mobility placements, participant feedback, lessons learned, and  recommendations to enhance labour market relevance. 

Market Gap & Opportunities Analysis  

o Labour Market Analysis Report: A comprehensive report identifying current employment gaps,  emerging opportunities, and trends in the sustainable tourism labour market, with clear and  actionable recommendations to support job insertion strategies. 

o Stakeholder Engagement Records: Documentation of interviews, meetings, and consultations  with employers, industry actors, and public institutions, demonstrating alignment with labour  market demand and collaboration for job placement efforts. 

Job Placement Programme Coordination (Scope of the Two Facilitators): 

o Job Placement Action Plan: A structured and time-bound plan detailing the approach for  placing programme beneficiaries into relevant employment opportunities, including employer  targeting, placement mechanisms, and follow-up strategy. 

o Facilitator Roles & Operational Guidelines: Clear documentation of facilitators’ roles,  responsibilities, and procedures for managing and monitoring job placement activities. o Executed Placement Schemes: Evidence of implemented job insertion schemes matching  beneficiaries with enterprises in the sustainable tourism sector, tailored to the needs of both  sides. 

o Placement Monitoring Reports: Periodic reports tracking the progress and outcomes of  individual placements, including challenges, status updates, and measures taken to support  long-term integration. 

o Feedback & Learning Reports: Consolidated documentation of feedback from placed  individuals and employers, along with analysis of what worked and what can be improved in  future insertion efforts. 

o Stakeholder Collaboration Reports: Reports capturing coordination with enterprise partners,  local institutions, and support organisations to ensure the effectiveness and sustainability of  the job placement component.

Qualifications Required 

 

  • A bachelor’s degree in tourism, business administration, project management, or a related field  is required. Advanced degrees or relevant certifications are a plus. 
  • Proven experience in coordinating and supervising internship or traineeship programs.
  •  Strong understanding of employment integration strategies in the tourism sector.
  •  Demonstrated experience in designing or implementing mobility or skill development  programmes is desirable. 
  • Experience working with youth, women, and other vulnerable groups. 
  • Excellent organizational and communication skills. 
  • Proficiency in research methodologies, data analysis, and report writing. 
  • Experience in developing guidelines, reports, and feedback documentation to support  continuous improvement and transparency. 
  • Knowledge of the Tunisian tourism industry and labor market dynamics is an asset.
  •  Fluency in French and Arabic; proficiency in English is desirable.
