Position: Knowledge Management Officer – Libya & Tunisia

Duty Station: Tunis, Tunisia (with occasional travel to field sites in Libya and Tunisia and regional meetings)

Type of Contract: Tunisian national position

Reports to:

  • Direct Line: MEAL & Programme Quality Manager – Libya
  • Functional Technical Collaboration: MEAL Coordinator – Tunisia & Libya
  • Portfolio: Primarily Libya country programme (with the majority of management oversight), while providing agreed functional support to Tunisia projects under the supervision of the MEAL Coordinator Tunisia & Libya. The allocation of work between Libya and Tunisia will be flexible and adjusted according to operational priorities jointly agreed by both DMEAL manager Libya and MEAL Coordinator.
  • Reporting & Strategic Leadership:

The position reports directly to the DMEAL Manager – Libya for day-to-day management, performance evaluation, and Libya-focused priorities. The role will also work under the strategic and operational leadership of the EF Libya Programme Director and Deputy Programme Director, ensuring full alignment with the country’s programme objectives, priorities, and coordination mechanisms.

  • Context and Role Purpose

The Knowledge Management Officer will play a critical role in strengthening Expertise France’s MEAL (Monitoring, Evaluation, Accountability, and Learning) system in Libya and Tunisia.This position will ensure effective data management, analysis, visualization, and the capture and dissemination of learning, in close collaboration with the programme team, maintaining a primary focus on the Libya portfolio while delivering targeted support to Tunisia projects as required..

.The Officer will work under the directfunctionnal management of the DMEAL & Programme Quality Manager – Libya, with strategic and operational leadership provided by the Programme Director and Deputy Programme Director – Libya. For the cross-cutting MEAL related activities at the country office level (Tunisia/Libya), the Officer will coordinate with the MEAL Coordinator – Tunisia & Libya, in line with priorities jointly agreed by both supervisors.

  • Key Responsibilities

    1. Data Management and Analysis 

  • Develop, maintain, and optimize data collection, storage, and analysis systems for EF Libya projects, ensuring alignment with organizational standards and donor requirements.
  • Ensure data quality, consistency, integrity, and security across all Libya MEAL systems, in line with EF’s data protection policies.
  • Work closely with the DMEAL & Programme Quality Manager – Libya to design and maintain dashboards, reports, and data visualizations that drive evidence-based decision-making.
  • Collaborate with the MEAL Coordinator – Tunisia & Libya and the Tunisia MEAL team to provide agreed, targeted support to Tunisia projects’ data management needs, in line with jointly approved priorities.
  • Promote harmonization of data management practices across Libya and Tunisia portfolios, fostering knowledge exchange and mutual capacity strengthening.
  1. Knowledge Management and Learning 

The KM Officer will ensure systematic capitalization of knowledge from EF Libya and Tunisia projects, aligning with international best practices. It will build and manage a repository of lessons learned, case studies and guidance to inform decision-making and continuous improvement. The system should follow recognized development learning frameworks (e.g. EU and OECD-DAC learning agendas) and leverage communities of practice (e.g. KM4Dev) in line with Expertise France’s capitalisation approach.

  • Capture and organize knowledge:
  • Systematically document lessons learned, best practices and project outputs (reports, tools, case studies, training materials, etc.) from Libya and Tunisia interventions.
  • Establish and maintain an accessible knowledge repository so that all programme documentation is archived and searchable. Ensure knowledge products are classified and stored in user-friendly formats for long-term access.
  • Facilitate learning and capitalisation:
  • Lead learning activities such as after-action reviews, peer exchanges and knowledge-sharing workshops within the programmes. Synthesize the results of these reviews into concise products (synthesis reports, policy briefs, learning papers) to disseminate insights to teams and stakeholders.
  • Document emerging lessons and success stories in a structured way, turning experience into shareable “knowledge capital” that can be applied across projects.
  • Align with standards and frameworks:
  • Design KM processes in line with international development best practices and Expertise France guidelines. 
  • Support external dissemination: 
  • Where appropriate, package and share key lessons and best practices with external partners, donors and regional communities of practice.
  • Contribute Libya/Tunisia case studies and thematic inputs to regional knowledge products or forums, promoting cross-country learning.
  • Maintain relationships with technical networks so that EF’s insights feed into broader policy dialogues and regional learning agendas.
  • Use institutional knowledge in strategy and design:
  • Actively apply captured lessons to support programme strategy and project design. The role will provide evidence-based inputs for strategic planning. By consolidating EF Libya/Tunisia experience (successful models and pitfalls), the advisor will help craft stronger programmes and proposals that build on proven best practices.
  • Work closely with MEAL teams to ensure evaluations and monitoring data feed into the KM system – making the MEAL cycle itself a source of learning.
  1. Collaboration with Regional MEAL

  • Collaborate with the MEAL Coordinator – Tunisia & Libya to ensure Libya’s MEAL and KM practices align with regional standards.

Engage in joint initiatives benefiting Ef Libya Tunisia/Libya representation, with scope and time allocation agreed in advance by both managers 

  1. Coordination and Support – EF Libya

  • Act as a key MEAL and Knowledge Management focal point within EF Libya, working in close collaboration with the Programme Director, Deputy Programme Director, Project Managers, and technical leads.
  • Ensure timely provision of accurate, relevant, and actionable MEAL and KM inputs to support programme planning, adaptive management, and decision-making.
  • Facilitate effective coordination between EF Libya and the MEAL Coordinator (Tunisia–Libya) to align Libya’s MEAL and KM priorities with regional initiatives, ensuring complementarity without compromising Libya’s strategic focus.
  • Provide technical backstopping to Libya programme staff for MEAL processes, data management, and knowledge-sharing activities, ensuring adherence to EF standards and donor requirements.
  1. Capacity Development – EF Libya and Tunisia

  • Internal Staff Development:
  • Support the MEAL Coordinator (Tunisia–Libya) in designing and delivering targeted capacity-building initiatives for EF Libya and EF Tunisia staff, based on jointly assessed needs.
  • Partner and Beneficiary Capacity Strengthening:
  • In coordination with the MEAL Coordinator and Programme teams, design and facilitate capacity development sessions for implementing partners, institutional stakeholders, and beneficiary groups.
  • Promote a culture of continuous learning across both country portfolios by embedding learning loops, facilitating peer exchanges, and creating user-friendly knowledge resources.
  • Monitor and evaluate the effectiveness of all capacity-building activities, integrating feedback to improve future interventions.
  • Coordination and Reporting

The Knowledge Management Officer – Libya will operate within a dual coordination and reporting framework designed to ensure a strong country focus while facilitating regional collaboration.

  • Hierarchical management: The Knowledge Management Officer – Libya is placed under the hierarchical authority of the Libya Programme Director, who provides strategic guidance and oversight
  • Direct Reporting Line: Reports to the MEAL & Programme Quality Manager – Libya, who is responsible for performance management, day-to-day tasking, and ensuring alignment with EF Libya’s strategic priorities and programme quality objectives.

  • Integrated Country Role: Fully embedded in EF Libya’s programme coordination processes, participating in coordination meetings led by the Programme Director and Deputy Programme Director, and working closely with Project Managers to ensure operational alignment and responsiveness to country needs.
  • Collaborative Environment: Engages constructively with MEAL colleagues across both Libya and Tunisia to promote alignment, facilitate knowledge exchange, and support mutual capacity building, while safeguarding the clarity of scope and responsibilities.
  • Profile Requirements

    1. Qualifications

  • Bachelor’s degree in Monitoring & Evaluation, Statistics, Social Sciences, Development Studies, Information Management, or a related field (Required).
  • Advanced or specialised training in data management systems and/or knowledge management frameworks (Required).
  • Postgraduate degree in a relevant field (Asset).
    1. Professional Experience

  • Pillar 1 – Data Management Expertise

  • Minimum of five (5) years of proven professional experience in MEAL, with a strong focus on data management and knowledge management in development or humanitarian projects (Required).
  • Demonstrated track record in designing, implementing, and maintaining data systems and databases, ensuring integrity, quality control, and compliance with data protection standards (Required).
  • Proficiency in integrating data from multiple sources and formats, including development of interactive dashboards (Power BI, Excel, Tableau, or equivalent) (Required).
  • Strong analytical skills in both quantitative and qualitative methods, with the ability to transform raw data into actionable insights for programme decision-making (Required).
  • Pillar 2 – Knowledge Management & Learning Expertise

  • Demonstrated experience in designing and facilitating knowledge-sharing mechanisms, institutional learning processes, and adaptive management systems (Required).
  • Proven ability to capture, structure, and disseminate lessons learned, best practices, and evidence to inform programme adaptation (Required).
  • Experience leading or contributing to communities of practice, cross-team learning initiatives, and thematic knowledge products (Required).
  • Experience using knowledge management outputs to inform strategy development, programme design, and donor proposal preparation (Required).
  • Pillar 3 – Capacity Development & Collaboration

  • Demonstrated experience in designing and delivering capacity-building initiatives for staff, partners, and institutional stakeholders, including training materials, coaching, and mentoring (Required).
  • Proven ability to work within multi-disciplinary and cross-cultural teams, facilitating collaboration between technical, operational, and strategic staff (Asset).
  • Experience working in or with the Libyan and/or Tunisian contexts (Asset).

  • Proficiency in survey platforms (Kobo, ODK) and data visualisation tools (Power BI, Tableau, etc.) (Required).
  • Strong research and analytical skills, including the ability to design and implement qualitative and quantitative research to inform evidence-based decision-making (Required).
  • In-depth understanding of OECD-DAC learning agendas, EU project requirements, and international best practices in MEAL and KM (Required).
