POSITION DESCRIPTION
Position Title: Junior Finance Assistant
Position Classification: Fixed Term – (Full Time), Tunisian, and CCN, and will be based in Tunis, Tunisia.
Project Overview: The Power Tunisia activity seeks to advance self-reliance in Tunisia by strengthening the country’s institutional capacity to manage, operate, and maintain a modern, diversified and financially sound electricity system. The activity has three core objectives:
- Strengthening the energy sector’s performance
- Diversifying and securing energy supply
- Promoting advanced technology pilots and partnerships
Position Overview: Support the Finance officer and the Director of Finance, Administration and Compliance (DFAC) in the successful planning, management, and implementation for all aspects of USAID Power Tunisia Activity’s financial operations.
Detailed Responsibilities: The Employee shall perform the following general functions:
- Assist Finance Department with prompt and orderly filing of all accounting documents,
- Assist Finance Department in maintaining accounting trackers, scanning and completion of archiving,
- Support petty cash reconciliation, management, and the daily cash count,
- Maintain petty cash disbursement forms, run quality checks of petty cash related DFs and support documents,
- Track accounts payable invoices and their supporting documentation, review invoices for completeness before submitting for processing,
- Prepare invoice payments for finance officer review and further processing,
- Ensure the reconciliation of all advances within designated due dates,
- Support in the payment process of Monthly/Quarterly declarations,
- Update and organize the tracker to improve the level of follow-up for advances, open commitments and payments,
- Support monthly Imprest compilation and completion of financial responsibility,
- Ensure document retention and filing system meets USAID and Deloitte-mandated specifications and that files are audit-ready at all times,
- Other duties as assigned.
Supervisor and Reporting Responsibilities: For all routine responsibilities and duties, either directly or indirectly related to the position description, the Employee shall report directly to, and be supervised by the position of DFAC. The Employee’s Supervisor may change from time to time on an ad hoc or temporary basis depending on the needs of the Project.
Qualifications:
- Minimum Years of Relevant Experience: 1 Year
- Experience in finance and accounting, complying with rules and regulations related to banking, employment law, and administration in Tunisia
- Experience in financial and administrative management for USAID or other donor-funded development projects preferred
- Proven ability to effectively work with senior management, local staff, and home office team to ensure that the Activity is financially and administratively well-managed and is focused on achieving results
- Minimum Degree Required: Bachelor’s degree in Business, Accounting, Finance or another relevant field
- Proficient in Microsoft Office Suite
- Professional fluency in English, French, and Arabic required (both verbal and written)
