Project: “Know your Environmental Rights”
Title: Junior consultant on environmental obligations in extraction agreements

Tunisia is held up as an example of a developing country that has successfully negotiated extraction agreements with several foreign companies working in the natural resources sector. Indeed, through the advocacy efforts of civil society organizations and political parties, Tunisia has disclosed several contracts relating to this sector to the public.
The implications of natural resource contracts can be significant, not just in terms of revenue for Tunisia, but also in relation to land rights, access to water and housing, food security, and public health. Access to natural resource contracts allows local communities to monitor whether resource extraction companies are fulfilling their commitments and acting sustainably.
However, extraction contracts are almost always negotiated without involving the public or lawmakers, and there is tremendous secrecy surrounding contract negotiations, particularly in relation to environmental obligations.
In this context, “Know your Environmental Rights” was initiated in October 2019. The project is implemented by Earth Hour Tunisia and funded by the Natural Resource Governance Institute. It aims to raise citizens’ awareness about environmental obligations in extraction agreements, and, hence, promote more transparency in the management and governance of natural resources.
In the first phase of the project, an expert elaborated research about the environmental clauses in extraction contracts (written in French).
To ensure the dissemination of this research, a training session has been organized for environmental NGOs and climate journalists to raise awareness about the environmental obligations in their communities.
In a second part of the project, Earth Hour Tunisia will disseminate the main results obtained in the first part. The elaborated research will be resumed to obtain a fact sheet that will be used to disseminate the main results of this research.
For a period of one month, the junior consultant’s role will be to gather the key findings of a study to produce and design a fact sheet that communicates in a way that the information can be assimilated by many Tunisian citizens. The consultant will also support the project team in preparing the project’s final narrative report.
The junior consultant will receive the required material from the project team and should give a weekly update for his / her activity in a weekly meeting (online) and/or by mail.
Note: The above mentioned tasks are intended as a guide and should not be viewed as an inflexible specification as it may be modified following discussion with the selected Junior Consultant.
The appointment will be for one month and does not require daily attendance at the Earth Hour Office.
The tentative starting date is November 7, 2020.
All rights of copyright concerning the material produced by the Junior Consultant will remain the property of Earth Hour Tunisia and can only be used by him/her with appropriate attribution to Earth Hour Tunisia.
Payment terms depend on a candidate’s experience.
