Junior Communication Manager 

TCSE – EmpoweerNEET 

Who we are 

The Tunisian Center for Social Entrepreneurship (TCSE) is a non-profit organization created in 2012, with the vision of making social entrepreneurship a pillar of the Tunisian economy by offering sustainable and innovative solutions to economic and social challenges. 

TCSE’s mission is to create an ecosystem that is conducive to innovation and social entrepreneurship through an inclusive approach that reaches public institutions and policies, NGOs, entrepreneurs, innovators, and young citizens. 

About Interreg NEXT MED: 

Interreg NEXT ‘Mediterranean Sea Basin’ (‘NEXT MED’) programme is the third generation of one of the largest cooperation initiatives funded by the European Union to enhance transnational cooperation in the Mediterranean area. 

About EmpoweerNEET project: 

Across the Mediterranean, NEETs (young people Not in Employment, Education, or Training) face significant challenges, including high unemployment rates, economic exclusion, and limited access to quality education and vocational training, exacerbating social inequalities. At the same time, the potential of Social and Solidarity Economy (SSE) to promote inclusive economic growth and social integration is underutilized. 

EmpoweerNEET brings together entities from Palestine, Spain, Greece, Tunisia, Lebanon, and France to effectively address NEETs´ marginalization. The project offers comprehensive training programs to develop entrepreneurial and employment skills, provides practical experiences through job shadowing and mentoring, and ensures sustainability via supportive policy frameworks and ethical financing models. EmpoweerNEET aims to transition NEETs from economic and social marginalization to empowerment.

Position: Project Manager – EmpoweerNEET Project (Interreg) 

  • Location: Tunis, Tunisia 
  • Start date: Immediate 
  • Contract type: CDI (Subject to funding and performance) 

Main missions and responsibilities: 

Reporting to the Project Manager and working closely with the programmes team, the Junior Communication Manager will support the communication and visibility of TCSE and its projects (including the EmpoweerNEET Interreg project), including: 

  • Contribute to the implementation of TCSE’s communication strategy and annual communication plan. 
  • Support the visibility and communication of the EmpoweerNEET project in line with Interreg and partners’ guidelines (logos, disclaimers, templates, etc.). 
  • Draft and adapt communication content in Arabic, French and English: social media posts, website articles, newsletters, project factsheets, invitations, etc. 
  • Manage and update TCSE’s social media accounts (e.g. Facebook, LinkedIn, Instagram) and website with regular, engaging content. 
  • Support the preparation and dissemination of newsletters and mailing campaigns (contact lists, segmentation, sending, basic statistics). 
  • Contribute to the design of visual materials (banners, flyers, presentations, infographics) using basic graphic design tools or by liaising with external designers. 
  • Assist in the communication around events and activities (campaigns, trainings, workshops, study visits): announcements, live posting, photo/video coverage, 

follow-up posts. 

  • Help maintain a photo and video library and collect success stories, testimonials and quotes from beneficiaries and partners. 
  • Support media relations: preparation of press releases, follow-up with journalists, media monitoring (when needed).
  • Monitor and report on basic communication indicators (reach, engagement, followers, clicks, etc.) and suggest improvements. 
  • Ensure that all communication materials respect TCSE’s visual identity and donors’ communication rules. 
  • Contribute to other TCSE communication tasks and projects, within the limits of his/her competencies, whenever relevant and requested by the management. 

Minimum requirements 

  • University degree in Communication, Media, Marketing, Journalism, Languages or a related field. 
  • 1–2 years of experience (including internships or freelance work) in communication, digital marketing, or related fields, preferably with NGOs, social enterprises or 

international projects. 

  • Good writing skills and ability to adapt tone and style to different audiences and channels (social media, website, institutional documents). 
  • Good understanding of social media management and basic communication principles (target audiences, key messages, storytelling). 
  • Basic knowledge of graphic design and/or video editing tools (e.g. Canva, 

Photoshop, Illustrator, simple video tools) is a strong asset. 

  • Interest in social entrepreneurship, youth issues and/or local development. 
  • Excellent command of Arabic and French, and good command of English (spoken and written). 
  • Good command of office and collaboration tools (Google Workspace / Google Drive, Microsoft Office, videoconferencing tools).

  • Creativity and sense of initiative. 
  • Strong writing and communication skills. 
  • Good organizational skills and attention to detail.
  • Ability to respect deadlines and manage several tasks at the same time. 
  • Team spirit, openness and flexibility. 
  • Comfortable interacting with diverse stakeholders (youth, partners, donors, media, etc.). 
  • Motivation to learn and grow in the field of communication and social impact.
