ROLE PURPOSE:

Being directly responsible for the design, implementation, follow-up and evaluation of hygiene promotion activities of Islamic Relief Tunisia in the targeted areas of intervention. The post is specifically oriented towards the WASH response. In this regard, the WaSH/HP Officer contributes to the promotion and maintenance of hygienic and sanitation conditions in project targeted schools settings through conducting assessments on personal and environmental hygiene, identifying key issues and planning hygiene promotion activities, supervising Volunteers in hygiene activities, and training/leading a variety of hygiene promotion activities. On a daily basis the Hygiene Promotion Officer reports directly to Programme Manager, and supervises the daily activities of the Project team..

  • Subordinates: Hygiene promotion Assist/Hygiene Volunteers

KEY AREAS OF ACCOUNTABILITY :

Need Assessment

  • Participate in the design, planning and implementation of WASH needs assessments: personal interviews at school, facilitation of focus group discussions, visits to schools and families, and meeting with key school staff members.

Program design and implementation:

  • Design, planning, implementation and follow-up of hygiene promotion activities such as :
    • i)Training of trainers in hygiene promotion (for hygiene volunteers, School WASH committee members, teachers, hygiene clubs members)
    • ii) Setting up of children clubs and hygiene promotion activities in schools
    • iii) Follow-up of activities of community health workers.
  • Mobilize, organise and supervise, through facilitators or other means, members of the schools clubs to take ownership of maintaining best practices in personal students and school environmental hygiene;
  • Conduct participatory hygiene promotion through a variety of means, such as information sharing, dissemination, and communication materials;
  • Provide support to the distribution of hygiene cleaning kits and conduct monitoring and follow up to ensure proper usage of items and appropriateness;
  • Ensure budget planning and logistics for hygiene promotion activities: making and follow-up of internal purchase order, quality control of material delivered by suppliers, planning team movements by vehicle
  • Follow-up of the hygiene promotion activities of potential local partners of Islamic relief such as local NGOs, and participate in building their capacity

Monitoring, Evaluation, Accountability and Learning:

  • Implementation of initial and final KAP surveys (Knowledge, Attitude, Practice)
  • Implementation of PDM survey (Post Distribution Monitoring) for kits distributed
  • Follow-up of water quality analyses at school level (residual chlorine, bacteriological analysis), in particular to assess the effectiveness of water treatment techniques ;
  • Collection, consolidation and reporting of monthly data, necessary for the consolidation of standard project and strategic indicators (number of beneficiaries, number and type of activity performed, results of water analyzes performed …)disaggregated by age, gender and diversity where appropriate;

Reporting:

  • Writing weekly report to line manager, and verbal reports whenever necessary.
  • Maintain full qualitative and quantitative records and reports of activities, disaggregated by age, gender and diversity where appropriate through U Report;
  • Provide regular written and verbal reports to managers upon request;

Integration, coordinations et transversal aspects:

  • Coordinate WASH activities with other sectors of Islamic Relief, in order to integrate activities in the same geographical area and for the same beneficiaries.
  • Coordinate activities with other local actors (governmental and non-governmental)
  • Ensure the integration of gender, child protection, environment and other crosscutting issues to the design, implementation and development of Hygiene promotion activities, and ensure that activities take into account the needs of specific groups and individuals, especially children, and disabled.

Other

  • Under take any other duties that maybe assigned by the Line Manager;
  • Conduct duties in accordance with IRT procedures
  • Conduct duties in accordance with IRT Code of Conduct, child protection policy and other key documents.

Critères d'éligibilité

  • Education or equivalent training/experience in related field (such as water and sanitation, public health, hygiene promotion)
  • Minimum of two (2) years’ practical work experience working with vulnerable communities in the field of water/sanitation, WASH, hygiene or public health
  • Familiarity with key health and hygiene issues and hygiene promotion/education activities in schools
  • Ability to read and write in English
  • Proven experience in community mobilisation, training and /or teaching
  • Experience of working with UN or (International/National) Non-Governmental Organisations desirable
  • Deep under standing of age, gender and diversity issues with regard to WASH
  • Knowledge of minimum WASH standards (e.g. Sphere)
  • Strong organizational skills
  • Flexibility and creativity
  • Cultural sensitivity (e.g. to age, gender and diversity) and experience working in schools
  • Ability to prioritize large and changeable workloads
  • Good communication skills and ability to work as part of a team, including team management
  • Able to working dependently and energetically
  • A high level of spoken and written Arabic essential; a good level of written and spoke French and Arabic, English is an asset.
