Islamic Relief has been working in Tunisia since 2011, when we supported refugees fleeing violence in Libya as well as host Tunisian communities. Since registering our office in Tunisia in 2012, we have set up and managed camps on the Tunisian border and provided humanitarian services to over 15,000 people. As the camp was wound down, we helped refugees unable to return to Libya to build new lives in Tunisia.

As well as supporting refugees, Islamic Relief has implemented projects in health, water and sanitation, food security, education – as well as schemes enabling poor families to earn a decent living. We also support capacity building of local associations in the country.

KEY ACCOUNTABILITIES

The procurement assistant is accountable to fulfil his or her roles and responsibilities in line with Islamic values and principles, and to report to the Department Manager regularly.

Manage the base’s logistics and procurement:

  • Coordinate with program team for purchase requests under WASHIP Project.
  • Finalize the purchase request well in time in coordination with Admin and Log coordinator and the program division according to IRT procurement guidelines.
  • Make all entries in procurement tracking sheet for record purpose.
  • Award the approved Purchase order/services to selected supplier.
  • Prepare all agreements related to the logistics and procurement activities under WASHIP Project and award it to the log coordinator for verification.
  • Once agreement is finalized handed over to supplier for signatures.
  • Once procurement is completed collect all relevant documents for filing and payments.
  • Follow up with the suppliers for services/goods deliveries according to the signed agreements
  • Report any procurement matters to the admin and logistics coordinator
  • Ensure the screening of suppliers before any commitment.
  • Participate in the identification of IR Supply chain
  • Participate in the evaluation of IRT supply chain.
  • Assist in the preparation of procurement plan
  • Handing over the assets to custodian and getting their signs
  • Physical verification of assets in IR offices.
  • Ensuring the pasting of tagging on assets.
  • Keeping in record tag forms, photo copies of invoices, disposal forms and technical reports of assets.
  • Making hotel reservation on receiving the request from other departments.
  • Payments to hotels against bills.
  • Air Travel Arrangements. 
  • Maintaining the archiving of tendering and all related files for WASHIP project according to the archiving standards for IRT.
  • Ensuring proper arrangements of travel and accommodation of guests  
  • Facilitation in cases of seminars, conferences and interviews for IR promotion purposes.
  • Collection and submission of monthly utilities bills (Electricity, Telephone, and Mobile)
  • Process the payments of all facilities as per agreements.
  • Organise the transportation and distribution of supplies under the project of WASHIP.
  • Check delivery to the departments, bases and programmes.
  • Any other related task assigned by supervisor.

PERSON SPECIFICATION

It is essential that the post holder shows a good understanding and sympathy with the Islamic values and principles as well as commitment to Islamic Relief Tunisia’s vision and mission.

  • It is essential that the post holder shows a good understanding and sympathy with the Islamic values and principles as well as commitment to Islamic Relief Tunisia’s vision and mission
  • A degree in logistics, procurement or any similar field of study.
  • Strong and seasoned analytical and problem-solving skills, with the ability to think creatively and laterally, to overcome challenges.
  • Ability to prioritise and work efficiently under pressure and subject to changing priorities;
  • Excellent communication (verbal & written) and interpersonal skills.
  • Excellent levels of computer literacy including Microsoft Office applications.
  • Minimum 3 years of experience in similar position
  • Experience with international organization
  • Strong emotional intelligence and resilience, and able to maintain composure - acting in a calm and measured way, in difficult situations.
  • Strong & confident communication skills which delivers information persuasively and with clarity in a wide range of situations.
  • Familiarity with the Millennium Development Goals, Sphere Standards, Do no harm principles, Red-Cross/Red-crescent Code of Conduct
  • Fluency in French
  • Knowledge and experience of working in an international organisation.
