THE ORGANISATION:
Islamic Relief has been operating in Tunisia since 2011. Since registering an office in Tunisia in 2012, Islamic Relief has set up and managed camps on the Tunisian border and provided humanitarian services to over 15,000. As well as supporting refugees, Islamic Relief has implemented projects in health, water and sanitation, food security and education sectors as well as supporting capacity building of local associations.
PURPOSE OF DEPARTMENT:
The department reinforces IRW’s implementing structure to enable these people and their communities to develop themselves sustainable, and ensures that the organization is prepared to respond promptly and effectively to humanitarian crises. The department increases the organisation’s ability to tackle poverty by developing and fostering partnerships and institutional relationships effectively and proactively, and by ensuring transparent and timely reporting to the organisation’s donors.
JOB PURPOSE:
Accountable for formulation, design, planning, implementing, monitoring and evaluation of Health program to ensure overall efficiency and effectiveness of the program management, delivery and accomplishment of program goals and objectives. The Specialist provides technical guidance and management support throughout the programming processes to facilitate the administration and achievement of concrete and sustainable results according to plans, allocation, results based-management approaches and methodology (RBM) and organizational Strategic Plans and goals, standards of performance and accountability framework, while ensuring synergy with information systems and service delivery at the community level. As a senior member of the programme development team, the Health TS is responsible for leading and overseeing the development and delivery of high quality, innovative, cost effective programmes in health for both emergency as well as long-term development, resulting in immediate and lasting change for children. The Health TS is expected to provide technical advice and support to project staff to ensure programming objectives are successfully achieved. S/He is also responsible for initiating and taking technical leadership in health focused studies, documentation and dissemination of innovation and good practices; leading on policy research and advocacy on health through networking and collaboration with relevant civil society organisations and other institutions, and; playing a leading role in establishing, maintaining and expanding donor relations for the sector.
KEY AREAS OF ACCOUNTABILITY:
Within the delegated authority and under the given organizational set-up, the incumbent may be assigned the primarily, shared, or contributory accountabilities for all or part of the following areas of major duties and key end-results.
Programme Development and Strategic Planning
- Lead on the preparation/design and conduct/update of situation analysis for the sector/s to establish a strategic plan for development, design and management of health-related programs. Keep abreast of development trends to enhance program management, efficiency and delivery.
- Establish specific program goals, objectives and strategies and implementation plans based on results-based planning terminology and methodology (RBM). Prepare required documentations for program review and approval.
- Grow IRT’s health portfolio sustainably and strategically by working together with programme and operations teams to initiate and design high quality, cost-effective, innovative and sustainable project proposals and concept notes for the sector
- Fundraising. Analyse donor priorities and proactively seek information on potential donor sources; identifying institutional funding opportunities and developing/maintaining contacts with potential donors, partners and key technical agencies.
- Work closely and collaboratively with internal and external colleagues and partners to discuss strategies and methodologies and to determine national priorities/competencies to ensure the achievement of concrete and sustainable results.
- Provide technical and operational support throughout all stages of programming processes and to ensure integration, coherence and harmonization of programs/projects with other IRT sectors and achievement of results as planned and allocated.
Programme Quality
- Overall responsible to ensure the programme quality of Islamic Relief’s health programming;
- Lead the continuous assessment of health needs and ensure that these are appropriately reflected in sectoral strategies and programmes;
- Develop and update the health strategy, ensuring consistency with Global Health Initiatives, and with IRW’s theory of change;
- Work collaboratively with other sectors on ways to integrate health with other programmes, where relevant, in order to maximize impact for children and families;
- Conduct regular visits (50% of time) to the field offices to coordinate with field staff and stakeholders., collaborate on the development of tools to monitor and improve the quality of health program work. Where necessary provide technical training for project staff and partners as required (e.g. new born child survival focus, public health, health governance system, care and support, monitoring tools, programme quality tools, etc.)
- Lead the process of lessons learning to ensure high quality programming, with support from the MEAL focal point, coordinating the collection of documentation across all the programme areas;
- Improve/strengthen the coordination of IRT’s work with the Ministry of Health (MoH)
- With the PM/HoP and Programme Support Coordinator, ensure reports to donors are of the highest quality, that there is alignment between the narrative and financial, and that they are submitted in a timely fashion;
- Ensure recognized international best practices and Islamic Relief Tunisia policies are applied in all of our health work;
- Ensure program products and learning are maintained within the IRT country program
- Where external consultants (local or international) are required to technically support or monitor and evaluate projects, lead the recruitment and subsequent management of contracted consultants as per the recruitment guidelines and Terms of Reference.
Technical Assistance and Capacity Building/Technical and operational support to program implementation
- Lead the development and implementation of relevant and sustainable capacity building strategy for field and area teams on Health& Nutrition and WASH in coordination with the operations teams
- Provide technical guidance and inputs where relevant to the Programme and operations teams and consortium partners and conduct technical review of donor reports to ensure that the reports are of high quality from a technical point of view as per expectations in the project proposals
- Assist the Programme to enhance the capacity of operations teams (e.g. project Lead) in developing appropriate systems for documenting and storing relevant information/data needed for donor and member reporting.
- Provide elaborations and as required directions and trainings to project leaders in operations teams involved in delivering projects focusing on appropriate approaches and methodologies; conceptual and practical frameworks; standards and tools for effective and quality delivery of health programmes.
- Participate in discussions with national partners/clients/stakeholders to promote health and development issues especially in the areas of gender, emergency preparedness and maternal, neonatal and child survival and development.
- Draft policy papers, briefs and other strategic program materials for management use, information and/or consideration.
- Participate in emergency preparedness initiatives program development and contingency planning and/or to respond to emergencies in country or where designated.
Monitoring and Evaluation, Accountability and Learning (MEAL):
- Work closely with the Monitoring, Evaluation, Accountability and Learning (MEAL) Focal Point and take a lead in ensuring that all health projects and components have robust monitoring plans, baselines, reviews and evaluations in line with project designs and donor guidelines
- Technically assist the programme team in measuring achievement and progress towards program goals and results through the MEAL system
- Regularly analyse the data in the indicator performance tracking table (IPTT) for each grant and take appropriate actions to support programme implementation is on track for achieving the agreed targets;
- Collaborate with the MEAL team for setting up accountability mechanism at health facilities and project/programme levels and ensure follow up on implementation of such mechanism by the team in the field
- Prepare/assess monitoring and evaluation reports to identify gaps, strengths/weaknesses in program and management, identify lessons learned and use knowledge gained for development planning and timely intervention to achieve goals.
- Actively monitor programs/projects through field visits, surveys and/or exchange of information with partners/stakeholders to assess progress, identify bottlenecks and potential problems and take timely decisions to resolve issues and/or refer to relevant officials for timely resolution.
- Monitor and verify the optimum/appropriate use of sectoral program resources (financial, administrative and other assets) confirming compliance with organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity and ensuring timely reporting and liquidation of resources.
- Prepare regular/mandated program/project reports for management, donors and partners to keep them informed of program progress.
- Regularly review and monitor programmes for child safeguarding issues. Take corrective action in modifying programme activities and/or report incidents.
Networking and Advocacy
- Represent IRT in relevant internal and external fora including donor meetings (as appropriate) related to health
- Establish and maintain a sectorial NGO and Government network, maintain a clear understanding of who is doing what and where
- Leverage donor interest and government policies for the most deprived children in Tunisia both in emergency and development situations through targeted advocacy/key messages
- Identify and capitalise key opportunities and events for Islamic Relief Tunisia to position itself as the leading organisation for child and maternal health and nutrition in Tunisia;
- Actively participate and effectively & positively represent IRT in Clusters/ sectors, working groups and technical meetings at the national level, and ensure appropriate and effective representation at regional levels and other initiatives and developments.
- Highlight critical intersections with child protection, nutrition, education, WASH and food security/livelihoods.
- Regularly assess and communicate the implications for IRT’s programme and priorities of any changes in the operating environment relevant to this theme in close collaboration with the relevant Specialist(s).
- Advise field teams to ensure adequate field visibility through attendance at technical meetings at local, regional, county level.
- Ensure active dissemination of programme findings and lessons learned through the production of high technical quality lessons learned documents and their effective dissemination to key stakeholders
- Participate in and contribute to Islamic Relief Global Initiative activities for Health, as relevant.
Innovation, knowledge management and capacity building
- Apply/introduce innovative approaches and good practice to build the capacity of partners and stakeholders and to support the implementation and delivery of concrete and sustainable program results.
- Keep abreast and conduct research to provide evidence for implementation of best and cutting-edge practices in health.
- Assess, institutionalize and share best practices and knowledge learned.
- Contribute to the development and implementation of policies and procedures to ensure optimum efficiency and efficacy of sustainable programs and projects.
- Organize and implement capacity building initiatives to enhance the competencies of clients/stakeholders to promote sustainable results on health-related programs/projects.
