ABOUT THE NGO: 

Islamic Relief has been operating in Tunisia since 2011 primarily as a response to the influx of refugees during the Libya Crisis. Since registering an office in Tunisia in 2012, Islamic Relief has set up and managed camps on the Tunisian border and provided humanitarian services to over 15,000. Islamic Relief has implemented projects in health, water and sanitation, food security and education sectors as well as supporting capacity building of local humanitarian/ aid associations.

PURPOSE OF DEPARTMENT: 

The Communications unit is responsible for the marketing, brand and acting as the global voice for Islamic Relief Tunisia (IRT). It is designed to support the Islamic Relief Family – as well as its global partner offices and Islamic Relief Worldwide, the global IR secretariat in – by collecting, coordinating and delivers compelling content and relevant written messaging around the globe. The division leverages digital platforms, public relations and the media, all in line with IRW’s vision, mission and strategy to boost our reputation and awareness of our work in Tunisia and globally.

JOB PURPOSE: 

The communication officer is responsible for providing extensive admin and creative support to the Communications Unit, the holder of this position will be responsible for creating press content, such as press releases and statements, and ensuring these are promoted in Tunisia and globally. Working with the team to improve crisis communication and reputational risk response and messaging. Responsible for drafting and public communications and engagement strategy. Support team with internal communications and other needed administrative duties.

KEY WORKING RELATIONSHIPS

  • Day-to-day engagement with the Communication coordinator or the CD.
  • Day-to-day support for IRT Communication and Programms Department
  • Regular engagement with all stakeholders to arrange activities, training, open days…
  • Regular engagement with IRW’s External Relations and Advocacy Division
  • Internal and external communications

SCOPE AND AUTHORITY

Scope of the Role: 

The main role of the Communication officer is providing extensive admin and creative support to the Communications Unit, the holder of this position will develop and implement an overall communication and advocacy strategies in close coordination with other projects implemented by IR Tunisia.

KEY ACCOUNTABILITIES

The job holder is accountable for fulfilling his/her roles and responsibilities in line with Islamic Relief values and key organisational principles of fairness, humanity, honesty, respect and fair treatment of his/her colleagues and staff.

Key Accountability 1:

Manage and deliver IRT’s internal and external communications strategy supporting IRT’s main goals and development.

Key Accountability 2:

Close coordination between Communication Unit and Programme Dep.

Key Accountability 3:

Devising external engagement policy and supporting meetings with key stakeholders in Tunisia

KEY ROLES/RESPONSIBILITIES 

R.1. Communication strategy:

  • Manage and deliver IRT’s internal and external communications strategy supporting IRT’s main goals and development objectives.
  • Collect, prepare and edit texts (in close coordination with programme department) for products such as; news releases, feature articles, briefing notes, Questions and Answers (Q&A) and public position papers as well as other materials for use in the media and with external stakeholders such as educational institutions, non-governmental agencies and donors.
  • Prepare a wide range of multi-media products, including audio and visual materials, annual reports, brochures, flyers, project presentations, as well as handling the growing demands of the IRT website in both English and Arabic.
  • Establish and maintain contacts with media representatives and others focusing their attention on IRT activities and achievements that are of interest to targeted groups.
  • Respond to emergencies when requested by quickly travelling to the affected area and preparing information for public release on IRT’s operations and activities, preparing all needed materials for internal and external use, particularly multimedia materials.
  • Ensure that communication activities promote an accurate image of the organization and its programs amongst its targeted audiences.
  • Stay current on IRT operations, public policy trends and issues which impacts the activities of the organization.
  • Lead on crisis communication and reputation management by monitoring social and traditional media and working with colleagues to adequately respond to negative news or allegations.
  • Evaluate the relative effectiveness of strategies and make recommendations for future actions to the CMT and other senior officials accordingly.
  • Identify and collect case stories from beneficiaries and stakeholders to highlight best practices and lessons learnt in reports and published materials.
  • Build relationships with local authorities, local associations, local and regional education, health, child protection departments and various other stakeholders related to broader communications strategy.
  • Implement a proactive internal communications plan to increase staff engagement in the organization at all levels.

R.2. Coordination:

  • In close coordination with Programme Department, assist IRT in developing an institutional and development communication strategy as well as external engagement plan with main donors and partners on the ground.
  • Ensure that accurate and consistent information on humanitarian, development and advocacy needs is collected and disseminated for analysis and decision-making. Participate proactively in meetings and gather information that can be disseminated at the national, regional and international levels (NGO coordination, cluster, gov, etc.).
  • Ensure that information is up-to-date and consistent. Response development should also be shared internally and externally.
  • Produce communication mock-ups with accurate, clear and consistent information on IRT interventions – including key messages, questions and answers and fact sheets
  • Ensure that the results of the collection of case studies are shared with the programme team and used at Country Office level
  • Ensure that minimum standards of humanitarian assistance and humanitarian principles are maintained in accordance with the Core Humanitarian Standards and the Code of Conduct of the Red Cross
  • Perform any other relevant tasks assigned by line manager, other department heads or the country director.

R.3. Devising external engagement policy and supporting meetings with key stakeholders in Tunisia:

  • Collect information, success stories and lessons learned and ensure that multimedia content is appropriate for fundraising activities for Islamic Relief, to better support humanitarian response and development interventions;
  • Social Media: Leading Innovative Field Communications, Using Appropriate Platforms to Reach Broader Audiences
  • Ensure the quality of the expected information and communication deliverables for the Priority Responses.

SPECIAL NOTE:

The employee holding this job must expect that his / her performance will be measured in part against the standard set forth in his/her JD. However, the JD is subject to revision to further the consistent with positions level of responsibilities may be necessary to fulfil IR objective in the country.

WORKING CONDTIONS:

Tunis is the employee duty station.
The employee may be required to perform assignments after his/her working hours and on holidays beside field trips to field offices. The communication officer is expected to spend a minimum of 30% of his/her time in the field.

Critères d'éligibilité

  • It is essential that the post holder shows a good understanding of Islamic Relief’s values and principles as well as commitment to Islamic Relief World wide’s vision and mission.
  • Bachelor degree in in Journalism and/or any relevant field.
  • 3 years minimum experience in the area
  • Experience managing stakeholder relationships
  • Experience of collaboration / partnership working with different stakeholders
  • Ability to work with a team and for long hours and during holiday 
  • Experience using necessary software and tools such as WordPress, social media channels and website content development and management.
  • Fluency in Arabic and working knowledge in French and English, both spoken and written, is required.
  • Sound understanding of development and humanitarian work at an international-level; knowledge of the global humanitarian and development area and sensitive to the complexities in working with wide and diverse NGOs 
  • Sound understanding of the audiences that IR communicates with
  • Excellent interpersonal and communication skills 
  • Good team-working skills with an ability to work in a collaborative manner with all departments
  • Results focused and self-motivated – ability to plan, co-ordinate and deliver objectives and targets with a positive drive to achieve results
