Organizational Context and Scope:
The International Organization for Migration (IOM) is an organization of the United Nations with 174 Member States committed to the principle that humane and orderly migration for the benefit of all. Established in 1951 and now active in over 400 field locations in 100 countries worldwide, IOM works with governments, civil society, and other partners to assist in meeting the operational challenges of migration governance; advance understanding of migration issues; promote social and economic development through migration and uphold the human dignity and well-being of migrants.
Under the overall supervision of the Project Manager and direct supervision of the Senior Program Assistance and in close coordination with the Regional Monitoring and Evaluation Officer and relevant colleagues at the Country Office (CO), the successful candidate will oversee the monitoring and evaluation aspects of regional programs and activities mainly focused on EU funded Facility for Migrant Protection Return and Reintegration in North Africa (MPRR) aimed at strengthening migrant protection and sustainable reintegration systems, and Cooperation on Migration and Partnerships to Achieve Sustainable Solutions initiative (COMPASS).
Responsibilities and Accountabilities:
- In consultation with Project Focal Points/Managers, implement project standardized Monitoring and Evaluation (M&E) systems including, M&E plan, tools, quality assurance mechanisms and data collection methods and procedures.
- Work in close consultation with Project Focal Points/Managers to consolidate and share as necessary relevant M&E information to inform project progress and improvement in line with IOM and donor requirements.
- In line with donor agreements and project M&E plans and in coordination with Project Manager, provide the necessary support for successful implementation of project.
- Document monitoring and evaluation trends and activities and create mechanisms for documenting and sharing lessons among project staff.
- Review M&E plans regularly and ensure their pertinence to program goals and objectives.
- Undertake regular field visits to support the implementation of M&E and to identify areas of improvement as well as facilitate access to M&E data to relevant stakeholders.
- Review progress reports and identify the causes of potential bottlenecks in project implementation and necessary corrective actions.
- Coordinate with the Project Manager with regards to dissemination of lessons learned and utilization of the outputs of reports and findings in Public Information (PI) materials.
- Perform such other duties as may be assigned.
Desirable Qualifications and Experience:
- Master’s degree in political or social Science, Business Administration, International Relations, Law, or a related field from an accredited academic institution with two years of relevant professional experience; or
- University degree in the above fields with four years of relevant professional experience.
- Operational and field experience in coordination, project management and monitoring and evaluation of projects.
- Strong experience in coordination, communicating and liaising with governmental authorities, UN, international and national NGOs, and other national/international institutions.
Skills:
- Ability to formulate relevant programmatic inputs.
- Ability to work quickly and accurately and pay attention to detail.
- Good communication skills in multicultural environments.
- Sound knowledge of refugee and migration related issues, including economic and social conditions of migrants in several countries.
- Excellent knowledge of technical cooperation principles, concepts, and techniques.
- Excellent writing and communication skills.
- Ability to prepare clear and concise reports.
Languages:
Fluency in Arabic, French and English is required (oral and written)
