Nature of the consultancy

In the framework of the Project “Supporting the Enactment of Anti-Trafficking Legislation Tunisia, as well as Strengthening the National Capacities on Identification and Assistance to VoTs” (SHARE II), this consultancy aims to provide capacity-building technical support to the Tunisian Government officers on the newly approved counter-trafficking legislation (Law n°2016-61), in order to ensure the good implementation and application of this legislation in Tunisia. To this end, IOM is seeking to recruit a national consultant to reinforce capacities among national stakeholders, on counter-trafficking and how to assist victims of trafficking based on the new Tunisian Law.

It is expected that the national consultant will deliver 3 two-day training sessions on the Tunisian legislation on trafficking in persons (Law n°2016-61), during the month of March 2017 (dates to be confirmed). The training workshops will be addressed to a group of 60 officers of different Ministries and civil society organizations, as follows:

  1. Ministry of Interior (20 participants);
  2. Ministry of Justice (20 participants); and
  3. Other Ministries: Employment and vocational training; Women, Family and Children Affairs; etc. and members of civil society organizations (20 participants)

During the overall duration of this activity, the consultant will ensure synergies with other SHARE II activities as well as other IOM ongoing counter-trafficking projects, and build upon their objectives and results.

General Functions

The national consultant is expected to provide capacity-building support, through the facilitation of three two-day training workshops on the newly approved Tunisian counter-trafficking legislation (Law n°2016-61). For this, the consultant will develop a training curricula and training materials in Arabic. The consultant will conduct and deliver the three two-day training workshops in close cooperation with IOM experts.

Tasks to be performed under this contract

  • Prepare training curricula and materials, including case studies/exercises, referring to the Tunisian anti-trafficking legislation (Law n°2016-61) as well as technical advice to officials on standards and international good practices on the field of counter-trafficking, of relevance to the Government’s efforts to counter this crime and protect victims ;
  • Submit the training materials to IOM for validation ;
  • Conduct 3 two-day training workshops in March 2017 (dates to be confirmed);
  • Upon completion of the trainings, provide to IOM a final report on the consultancy assignment and its outcomes offering observations on the impact and lessons learnt of the consultancy. The report should be delivered to IOM in French, within one month after the training workshops.

Tangible and measurable output of the work assignment

At the end of the consultancy, the main outputs will be:

  • 1 curricula and training materials developed and printed;
  • 3 training workshops delivered, addressed to a total of 60 participants;
  • 1 consultancy final report delivered to IOM.

Logistical and administrative preparation of the training sessions will be carried out by IOM Tunis.

Realistic delivery dates and details as to how the work must be delivered

  • Starting date of the Consultancy: 20th February 2017
  • Expected dates for the training workshops: from 15th to 31st March 2017 (to be confirmed)
  • Final report delivery: 30th April 2017

Desirable Qualifications and Experience:

  • University degree, preferably in Law, or another related field;
  • at least five years relevant professional experience as facilitator and/or trainer specialist capable of imparting knowledge, skills and attitudes to meet training objectives;
  • ability to facilitate trainings with senior managers;
  • competence to work with minimal supervision.

Languages:

  • Thorough knowledge of Arabic and French.
  • Knowledge of English is highly desirable.
  • Training sessions working language is Arabic.
  • All reports submitted to IOM must be in French.
