Context:

FOR A CONSULTANCY CONTRACT: LEAD RESEARCHER

1. Nature of the consultancy:

Developing a research methodology for conducting in-depth analysis of the labour migration management systems in selected countries in the Middle East and North Africa (MENA) region;

2. Objective:

Under the direct supervision of the Programme Manager of the Labour Migration and Human Development Division in Egypt, the successful candidate will be accountable and responsible for developing a methodology for conducting in-depth analysis of the labour migration management systems in selected countries in the MENA region. The country analysis will include an in-depth assessment of national policies, legislation, operations with respect to promotion, recruitment, training, and other related services to labour migration of citizens of the selected countries. The country reports will also include an analysis of the challenges within the labour migration management systems in these countries that reduce service efficiency and/or increase vulnerability of prospective migrant workers, and will provide specific recommendations to improve the respective systems.

The Consultant will also be responsible for undertaking a regional analysis to identify common approaches and challenges in applying international standards in managing labour migration in the target countries, with a particular focus on the ethical recruitment of migrant workers.

3. IOM Project to which the Consultancy is contributing:

This consultancy will contribute to the successful implementation of the ‘Strengthening National Capacities in Applying International Standards to Improve Labour Migration Management in the Middle East and North Africa region’ project, funded by the IOM Development Fund.

4. Tasks to be performed:

T he Consultant will be responsible for the following tasks:

  1. Develop a standard methodology and tools for conducting an in-depth analysis of labour migration management systems in selected MENA countries, to be carried out by National Researchers.
  2. Coordinate the work of National Researchers in undertaking reviews of respective country’s policies and legislation that facilitate international labour migration of their citizens;
  3. Coordinate the work of National Researchers in undertaking reviews of the institutional capacities with respect to facilitating international labour migration and ethical recruitment of migrant workers form their countries;
  4. Review the drafts of the national reports for each country to ensure compliance to the methodology and standards, and provide specific recommendations to IOM and National Researchers for strengthening the reports;
  5. Based on the findings and recommendations from country reports, undertake a regional analysis to identify common approaches and challenges in applying international standards in managing labour migration in the selected MENA countries, with a particular focus on the ethical recruitment of migrant workers;
  6. Elaborate conclusions and recommendations from a regional point of view from the national report of each country and present them in a regional validation workshop;
  7. Incorporate the recommendations of the regional validation workshop to the final regional report.

5. Tangible and measurable output of the work assignment:

A: Development of research methodology document and tools (stakeholder’s lists, interview forms, data collection forms indicating data type and/or range and cross‐tabulations), as well as standardized structure of the analysis content;
B: Presentation of the regional analysis report at a regional validation workshop.
C. Delivery of a final regional report to IOM incorporating inputs from project stakeholders.

7. Duration of contract:

  • This contract is issued for the duration of six months; working days spanned over the period from the 1st of March 2018 to the 31st of August 2018.

Any offer made to the candidate in relation to this Call for CV is subject to funding confirmation.

Appointment will be subject to certification that the candidate is medically fit for appointment and verification of residency, visa and authorizations by the concerned Government, where applicable.

A prerequisite for taking up the position is legal residency in the country of the duty station, or in the neighbouring country located within commuting distance, and work permit, as applicable.

Critères d'éligibilité

  • Completed advanced university degree from an accredited academic institution, preferably in Economic, Social or Political studies; Law; Post Graduate Studies are an advantage
  • At least 8 years of relevant professional experience as a researcher within the field of migration combined with experience in conducting analysis of institutional frameworks in the field of migration
  • Good knowledge of international labour migration and ethical recruitment practices, desirable
  • Familiarity with migration policies and recruitment practices for migrant workers in the MENA region
  • Excellent drafting skills, experience in writing papers, briefings, articles and with own work published desirable
  • Experience in conducting workshops, trainings to present research results in national or international venues
  • Experience working and conducting research with international organizations and public institutions desirable
  • Proven analytical, interpersonal and organizational skills
  • Fluent in English
  • Fluency in both English and Arabic
