Invitation to bid: End of Project Evaluation

Hivos is seeking an experienced project evaluator to conduct the final evaluation of a small-size project, Qudurat , a 28-month initiative valued at approximately USD 750,000, and implemented in partnership with two main media organizations in Tunisia.

Overview

Hivos is an international organization that seeks new solutions to persistent global issues. With smart projects in the right places, we oppose discrimination, inequality, abuse of power and the unsustainable use of our planet’s resources. Counterbalance alone, however, is not enough. Our primary focus is achieving structural change. This is why we cooperate with innovative businesses, citizens and their organizations, who share a similar vision of sustainable economies and inclusive societies.

Hivos is implementing Qudurat, a 28-month project in partnership with two organizations aimed at empowering media actors and independent media organizations in Tunisia. The project focuses on exercising freedom of expression, responding to digital and legal threats, and providing reliable, inclusive, and fact-based information.

The project included the following products and activities:

  • Assess legal and digital infrastructure of 15 media organizations.
  • Provide mentorship on freedom of expression legal framework.
  • Offer Arabic-language digital safety training and develop a digital toolkit.
  • Launch a Media Sustainability Academy and e-learning on fundraising and budgeting.
  • Provide small core funding, create a media coordination network, and establish a media fellowship engaging 48 journalists.
  • Support production of journalistic content.

 

The purpose of this evaluation is to assess the effectiveness of the Qudurat project in strengthening media actors and independent media organizations in Tunisia to exercise freedom of expression and access to information. It seeks to examine the extent to which the project contributed to building journalists’ capacities, enhancing digital and legal resilience, promoting inclusive and fact-based journalism, and supporting the sustainability of independent media. The evaluation further aims to analyze the project’s efficiency and sustainability to determine how its positive outcomes can be maintained beyond its completion and to identify key lessons to inform the design of future initiatives

 

Evaluation aims to determine the following:

  1. Effectiveness:
    Assess the extent to which Qudurat achieved its planned objectives and outputs in strengthening media actors and independent media organizations, including any adaptations made in response to contextual challenges.
  2. Efficiency:
    Examine how efficiently project resources were used to achieve outcomes related to legal and digital resilience, capacity building, and media coordination, and identify internal or external factors influencing results.
  3. Sustainability:
    Evaluate the sustainability of project results, particularly local ownership and the continued resilience and viability of independent media organizations.
  4. Impact:
    Analyze the project’s overall impact on targeted media actors and its contribution to advancing freedom of expression and access to information in Tunisia, while identifying opportunities for future improvement and scaling.

 

Deliverables (All in English)

 

  1. Work plan

The finalized workplan is expected to be submitted after a kick-off meeting with the Hivos team, during which all parties will align on the scope of the evaluation, methodology, and data collection approach (as per proposed in applicant’s submission). The workplan should also reflect a review of Qudurat project key documents, including reports, tools, and relevant materials.

 

  1. Draft Evaluation Report

The draft report should clearly present the findings and analysis based on primary and secondary data collected by the consultant. It should address the evaluation objectives, including effectiveness, efficiency, sustainability, and impact of the Qudurat project.

 

  1. Final Evaluation Report & Presentation

The final report should be submitted after addressing all comments provided by the Hivos team. The consultant is also expected to deliver an online presentation of the evaluation findings and submit the accompanying presentation slides. The list of participants for the presentation will be finalized in consultation with Hivos during the assignment.

Eligibility

Applicants can be based in Tunisia or abroad, provided that at least one team member is located in Tunisia to conduct fieldwork. Applicants should have a proven track record of experience in the media sector.

Applicants should demonstrate:

 

  • In-depth understanding of the media landscape in Tunisia, including legal and digital challenges faced by journalists and media organizations.
  • Knowledge of trends in media literacy, digital safety, and media sustainability.
  • Fluency in written and spoken English and Arabic; proficiency in French is a plus.
  • Strong analytical and report-writing skills in English.

How to apply

Individuals/organizations interested in undertaking this evaluation are invited to submit their application (in English) no later than November 9th, 2025 by email to menaprocurement@hivos.org with subject heading: “Qudurat End of Project Evaluation”.

The application should consist of the following:

  • Technical Proposal: A comprehensive proposal demonstrating a clear understanding of the evaluation requirements. The proposal should detail how both qualitative and quantitative data will be collected, including the proposed methodology and approaches (e.g., focus groups, one-on-one interviews, surveys, or other relevant tools). It should include a detailed work plan and timeline, specifying key activities and milestones. The proposal should also clearly indicate any support or resources required from Hivos to successfully conduct the evaluation. Additionally, the submission should include a description of previous evaluation experience on similar projects.
  • Financial Proposal: providing a detailed breakdown of costs in Tunisian Dinars inclusive of all required taxes (for registered Tunisia-based applicants) or USD only for applicants whose legal entity is based outside of Tunisia.  No other expenses will be covered by Hivos.
  • Documentation of relevant experience: Applicants should provide information about the entity or individual consultants undertaking the assessment, including legal entity registration details where relevant, along with resumes of the lead researcher and key personnel (if applicable) who will support the implementation of the proposed methodology, clearly outlining their roles and responsibilities in relation to the proposed approach.
  • At least two references from past/recent and similar work/assignments done

Deadline for applications: 9 November 2025. Applications after this date will not be considered. Applications should address all requirements, otherwise application will not be considered.
