Invitation to bid: Development of an Interactive Platform for Qudurat Project

Hivos is implementing Qudurat, a 24-month project in partnership with Al Khatt and SNJT aimed at empowering media actors and independent media organizations in Tunisia. The project focuses on exercising freedom of expression, responding to digital and legal threats, and providing reliable, inclusive, and fact-based information.
Activity
The primary objective of this initiative is to design and develop a comprehensive digital platform for the Qudurat project. The platform should function both as a marketing tool to engage the general public and target groups interested in media freedom and resilience, and as a secure portal for communication and resource sharing among participating media organizations and stakeholders. Additionally, the platform will include an interactive digital toolkit on the protection of media actors in Arabic, providing sector-specific response tactics and strategies, and a digital toolbox to support media organizations in addressing contemporary challenges.
Scope of work
The scope of work for the design and development of the Qudurat project platform includes the following tasks:
- Collaborate with the project team to collect detailed requirements and define functionality specifications, ensuring they align with the project’s goals.
- Design intuitive and user-friendly interfaces that are accessible and easy to navigate for a diverse range of users, enhancing the overall user experience.
- Build a robust backend infrastructure to support user authentication, data storage, and resource management, ensuring the platform operates smoothly.
- Implement strong security protocols to protect sensitive information and ensure user privacy, maintaining a secure platform environment.
- Incorporate key features including a public information portal, interactive tools, an events calendar, a blog, educational resources, partnership opportunities, and multilingual support (Arabic/French).
- Perform comprehensive testing to identify and fix any bugs or usability issues, ensuring a high-quality platform before it goes live.
- Deploy the platform on reliable hosting infrastructure, ensuring it meets the project’s requirements for availability and scalability.
- Create thorough documentation that covers system architecture, technical specifications, and user guidelines to support future reference and maintenance.
Technologies Requirements for Bidders
Bidders are required to implement a custom content management system for the back-end, supported by a reliable database solution. For the front-end, bidders should use modern styling and formatting techniques, ensuring adaptability across various devices through a robust framework. The use of advanced Javascript libraries is necessary to enhance interactivity, and a module bundler should be employed to streamline development. Additionally, bidders may incorporate other technologies as needed to ensure an optimal user experience and smooth functionality.

- Comprehensive Digital Platform: Develop a fully functional digital platform for the Qudurat project, accessible to media organizations and stakeholders.
- User Authentication and Accounts: Implement a secure user authentication system, allowing media organizations to access project resources and participate in discussions securely.
- Secure Document Access: Create a secure portal for uploading and accessing project-related documents and materials, with restricted access for authorized users only.

Qualifications required
- Demonstrated experience in designing and developing complex websites or platforms, preferably in the field of media, journalism, or a related area.
- Proficiency in web development technologies such as HTML, CSS, JavaScript, and backend languages (e.g., PHP, Python, Ruby).
- Strong skills in UI/UX design, focusing on creating intuitive and user-friendly interfaces for diverse user groups.
- Experience in developing backend infrastructure to support user authentication, data storage, and resource management.
- Experience in testing websites or platforms to identify and address bugs and usability issues, ensuring a high level of quality before deployment.
- Familiarity with deploying platforms on reliable hosting infrastructure, ensuring availability and scalability per project requirements.
- Strong communication skills and the ability to collaborate effectively with the project team to gather requirements and define functionality specifications.
