About IFES Tunisia

The International Foundation for Electoral Systems (IFES) is an international, non-governmental, non-partisan, non-profit organization engaged in the field of electoral technical assistance throughout the world. It has been working in Tunisia since February 2011. IFES assists the Tunisian authorities in organizing free, democratic and transparent elections through electoral assistance programs (www.ifes.org). The IFES Tunisia program aims to strengthen the capacity of electoral institutions to administer credible local elections that reflect the will of the people; better inform youth and marginalized communities about local elections and decentralization; encourage youth civic engagement at the local level and promote meaningful participation of all citizens in their political systems, including women, youth and other traditionally marginalized groups.

Overview:

Hack4Democracy (H4D) is an original initiative created by the International Foundation for Electoral Systems (IFES). It is a hybrid concept between democracy camps and Hackathons. It is a concept that aims to bring the latest technology to the service of local democracy and the commitment of young people. The H4D camps were also a place for discussions among young people on local governance, citizenship, decentralization, democracy and elections.

IFES brought Tunisian young people aged 18 to 30 from the 24 governorates in six regional camps who wanted to engage in an intensive collaboration on issues of civic rights and responsibilities through the common development of innovative tools and concepts. Through the creation of smartphone applications, free software or creative low tech projects, young people developed useful, practical and innovative services in municipalities. In September, the best projects competed in the H4D national finale. The three winning projects will now be accompanied by two coaches who will assist the teams to move from an innovative and creative idea to a concrete business project.

IFES seeks to recruit a coach in social entrepreneurship who will support, mentor, guide, accompany the winning H4D teams with the concretization of their ideas. They will occasionally need to travel outside Tunis. The contract is a short-term consultancy contract.

Responsibilities:

Under the supervision of the Chief of Party, the consultant will:

• Prepare and facilitate a two-day workshop with the winning teams to jointly reflect on the product proposed during the H4D finale
• Elaborate individual roadmap/action plan for the coaching period with the aim to concretize each creative ideas into a project
• Work together with each team to advise them on their project development through the preparation of a detailed roadmap or action plan with indicative timeframe
• Provide technical advice, expertise, options and guidance on all phases of implementation of their projects.
• Assist the team with project proposal drafting, needs assessment, the choice of legal status, budget development, fund-raising (if need be), networking, business plans, value chain, planning and prototype development.
• Follow up on the advancement of the projects to ensure compliance with roadmaps/action plans
