Background and objective of the project

Considering the Libyan context and current economic needs, establishing the E-nable project has been essential to support Libyan institutions and the private sector in economic governance and digital transformation. The project utilizes the expertise acquired by Expertise France in Libya over the past several years while building on the World Bank’s analyses and OECD studies to brace the transition towards a dynamic, diversified digital economy and a competitive private sector.

 

The European Union funds this three-year project to the tune of €5M and entrusts Expertise France with its implementation. E-nable aims to complement, support, and deepen the work carried out by the ongoing EU4PSL and RAQAM-E projects. The overall objective of the action is to improve the capacities of key economic institutions for sustainable, diversified, and digital economic recovery to institutionalize the private sector’s economic growth with the support of both private and public sector organizations.

 

E-nable consists of three main components which are closely linked in terms of the objectives and activities they seek to achieve, they mainly focus on: strengthening the capacities of the Ministry of Economy and Trade and related stakeholders in designing public policies for economic diversification (C1), contributing to leveraging digital innovations for inclusive and sustainable development in Libya (C2), and encouraging financial institutions to extend credit to the private sector and provide financial tools and solutions to SMEs (C3).

 

Targeted audience

This action targets The Libyan economic and financial institutions, stakeholders and partners (public and private) depending on the implemented activities in each component. It mainly targets: the Ministry of Economy and Trade, the Ministry of Finance and tax administration, the National Bureau of Statistics, The General Information Authority (GIA), selected Chambers of Commerce (CoC), Prime Ministry Office, The Central Bank of Libya, Libyan Post, Telecommunications Information Technology Company (LPTIC), MSMEs, startups and investors, universities, CSOs and financial institutions.

 

Specific outcomes

The E-nable project seeks to assist the government of Libya and all relevant stakeholders in their efforts to promote the development of an open, dynamic and diversified economy in Libya. 

 

Following are more specific outcomes the action seeks to achieve: 

 

Outcome 1: Public policies for economic diversification and enabling business environment are enhanced.

  • Economic knowledge and data base are improved.
  • Shared and concerted vision on sustainable economic development issues.
  • Knowledge and capacities for enabling business environment, facilitating private sector development and fostering domestic and foreign investment are improved.

 

Outcome 2: Digital innovations related to economic governance are taken up among public institutions.

  • Public actors are supported in developing and implementing a national digital and innovative strategy.
  • Capacities of MoET and CoCs’ staff on a strategy and digital tools are strengthened.
  • Digital tools and relevant capacities within the tax administration are improved.

 

Outcome 3: Services and products provided by financial institutions are improved.

    • A political and organizational framework for establishing a leasing company for accessing credit is developed.
    • Organizational and technical capacities of the Libyan Credit Information Center are strengthened.
    • Knowledge on micro-finance is increased among banks.
  • A new regulatory framework for enabling local market fintech actors is supported.

 

This mission is part of Component 1 activity.

 

Missions and tasks

 

Data, and especially data of good quality, are essential for national governments and institutions to accurately plan, fund and evaluate development activities. This data must be turned into information that is easy to understand and useful to end users. Then it’s needed to have a smart and objective analysis to make sense of the data and shape the narrative. Once the data supply side is up to par, decision makers at all levels will increasingly demand relevant information to lay the foundation for policy making and budgeting. The result expected within this process is to improve data systems of the Ministry of Economy and Trade and to strengthen the capacities of Ministry of Economy and Trade’s staff (notably civil servant working in the department in charge of planning and studies as well as MoET documentation center) to support them in delivering conducive data/information to the Minister.

 

To achieve this work, the expert will bring his in-depth knowledge and understanding on data management in order to improve evidence-based decision making. Particularly, he will have to support the following activities:

 

  • Assess the situation (data availability, current data collection & analysis if any, studies, statistics, relationship with National Bureau of Statistics, etc.): Technical Assistance (TA) will be provided to assess system on economic data production, data availability and data analysis. This work will be closely implemented with internal department, the center for documentation and information, National Bureau of Statistics, and other relevant department/agencies. 

 

Expected deliverable: Report highlighting challenges and weaknesses regarding the current situation and practical recommendations to improve economic strategic database.

 

Workload estimation: 10 days

 

  • Establishment or Reinforcement of the unit responsible for strategic watch and / or technical support to the MoET department responsible for planning and studies: In parallel to the work on the diagnosis, discussions will be undertaken with MoET for structuring and strengthening the capacities of the entity in charge of improving data collection, analysis and delivering periodical report with critical importance to the Minister. TA will be provided for defining precise roles, tools, processes, data management, data sharing, etc. of the unit/department.

 

Expected deliverables: Draft document specifying the (new) role and responsibilities of the planning department.

 

Workload estimation: 10 days

 

  • High level training program for members of the unit: Based on a need analysis and ministry’s demand, a capacity building plan will be designed and training sessions to the benefit of the unit in charge of economic strategic watch will be implemented. 

 

Expected deliverables: Training reports

 

Workload estimation: 40 days

 

  • Creation of a documentary and statistical database: Part of training sessions will be dedicated to database design, strategic intelligence, and production of reports. TA will be also provided to support data/information classification and data digitalization.

 

Deliverable: Draft document presenting MoE statistical database.

 

Workload estimation: 10 days

 

  • Carrying out one qualitative and one quantitative economic study: as a practical exercise, the unit in charge will be technically supported in designing studies of particular interest for the Minister of Economy. Topics and modalities will be defined during the training sessions. 

 

Deliverable: 2 economic studies (one focused on gender).

 

Workload estimation: 50 days. For this specific task, the international expert will be supported by junior experts based in Libya.

 

Expert profile

  • Master degree in Economics or other related fields;
  • Sound experience in data management and knowledge sharing;
  • Knowledge of the institutional landscape in Libya is an asset;
  • Relevant work experience with international cooperation agencies and public bodies. 
  • Knowledge or experience on fragile or conflict state;
  • Work experience in government bodies at national and/or local level is desirable;
  • Excellent analytical and writing skills;
  • Fluent in English. Arabic language is an asset.
  • Fully-computer literate.

 

 

 

Location and duration

Duration: Up to a maximum of 120 days (5 to 10 days per month on average)

Period:  16 months – From June 2022 to October 2023

Location: Tunisia (with missions in Libya)

 

Confidentiality 

The consultant hereby undertakes to maintain confidentiality and not to disclose any information during and after the completion of the assignment with respect to all business matters of which he learns during his time with the program and the outputs that are developed. Permission must be obtained from the program before any publication.
