Part – time position, Tunisia Office

1. Background

In Tunisia, Alert supports the democratic transition process by promoting the inclusion of excluded and marginalised groups since 2012.

We bring together civil society organisations to identify and tackle the challenges facing young people, women and those in the interior of the country, among others. This includes identifying ways in which they can work with political leaders, government representatives and the international community to address these challenges.

Our work is important because it helps to strengthen civil society’s skills in advocacy, conflict resolution and analysis of development needs in marginalised areas, which are vital if they are to support a peaceful and inclusive political transition in the country.

Currently, Alert Tunisia is implementing a project funded by the European Union focusing on border governance in Kassrine, Jendouba, Mednine, and Tataouine. It is also conducting a project on Participatory Budgeting in Ettadamon district in Tunis. In both projects, Alert organizes dialogue forums, plans advocacy campaigns, undertakes research, and launches pilot projects. In all four major axes, we need a communication and advocacy consultant to sharpen the publicity of Alert in Tunisia and assist in the advocacy component. In order to work out a clear working plan, the consultant will need to be in close contact with all the Programme Staff.

2. Objective of the assignment

The objective of the assignment is to undertake advocacy and communication assignments within the different projects implemented by Alert’s office in Tunisia, this includes:

  • Identifying and formulating communication tools to be used within the different projects
  • Prepare a communications strategy
  • Organize press conferences, when needed
  • Issue press releases and communiqués
  • Launch social media profiles that cover all activities in Tunisia
  • Organize dialogue seminars in the office, periodically, around the issues Alert is covering and dealing with
  • Build and strengthen relations with local and national media outlets
  • Supervise the production of publications
  • Document the different activities
  • Capacitate Alert staff on dealing with different media outlets
  • Assist Alert partners in advocacy components of the projects

3. Timing and duration

This is a part-time position that needs to be filled by early January until end of June. The precise timing will be discussed and agreed with the Consultant, but we envisage a calendar of two and a half working days per week. The consultant reports to the Programmes Manager.

4. Methodology

The consultant will need to abide by all regulations regarding branding and communication indicated by Headquarters. In order to work out a plan and decide on appropriate communication tools per project, the consultant will need to meet with the Programme staff bi-monthly. He/she should also be present, when needed, in the activities when they are taking place. Strategically, the consultant needs to sharpen the image of Alert in Tunisia.

5. Deliverables

The consultant should deliver the following outputs:

  • Communications and advocacy work plan (to be developed collectively with Programme Staff and delivered during preparation phase);
  • Tools for advocacy and communication, required for approval by Alert;
  • Press releases, communiques, establishing social media profiles (including Facebook), and press conferences;
  • Proposals on ways Alert can expand its outreach and sharpen its visibility.

All deliverables are to be presented to Alert for approval before implementation. All rules and regulations should be strictly applied to all outputs.

Critères d'éligibilité

  • Holder of a university degree in media, journalism, or an equivalent;
  • A minimum of three years’ experience in media and communication;
  • Awareness of the media and civil society context in Tunisia;
  • Previous experience with civil society
  • Fluent in Arabic and French is essential; knowledge of English is an asset.
  • Able to travel to travel within Tunisia;
  • Experience in delivering capacity-building trainings.
