Job Title : Project Coordinator

Supervised by/Reports to : Programme Director

Direct management responsibility : Local coordinator and consultants

Job location : Ettadhamen and Douar Hicher, Tunis

Grade : 3.2

Contract duration : 18 months from January 2018

Job purpose

The role of the Project Coordinator is to manage and implement the project entitled “Promoting inclusive and youth-centred local development” in the neighbourhoods of Ettadhamen and Douar Hicher. International Alert, under the supervision of the Programme Director, has overall responsibility for managing this project, which aims to develop, test and promote innovative and alternative local economic development models which benefit young people, as well as promoting inclusive and participatory local governance as a means of tackling inequality, poverty and social exclusion in marginalised parts of Tunisia.

The project is comprised of the following main components:

  1. Help young people to develop the skills and knowledge required to diagnose local development needs and priorities and identify locally-based solutions to meet those needs;
  2. Design and test appropriate new approaches to promote young people’s economic and social development;
  3. Strengthen the ability of young people from poor and marginalised backgrounds to communicate persuasively with local and national decision-makers and influence public debate on matters related to development.

Duties and responsibilities

  • Project implementation and management:
    • Plan and implement the project, monitor project activities and coordinate with Alert’s partners in Tunisia, including by carrying out regular meetings and field visits and monitoring and updating the activity schedule;
    • Prepare and organise training, capacity-building and supervision sessions for partners and beneficiaries of the project, in accordance with their individual needs, and develop training tools and handbooks on participatory democracy and social and solidarity economy;
    • Oversee the implementation of tools and mechanisms geared towards promoting political participation and accountability (e.g. digital mapping, participatory budgets, diagnostics);
    • Help to develop a strategy to strengthen advocacy and disseminate information based on the results of the project;
    • Establish spaces for dialogue and consultation between civil society partners and the local authorities;
    • Cooperate closely with local partner organisations and assist in providing the necessary technical and logistical support to implement their activities under the project;
    • Help to maintain collaborative relationships with local authorities, civil society partners and donors;
    • Contribute to the preparation of project activity documents and other internal and external communication documents;
    • Work in collaboration with project participants to verify that the activities meet their needs and the objectives of the project, and ensure that the main project activities go according to plan.
  • Financial duties, grant management and donor liaison
    • Support the finance officer in carrying out financial duties associated with project execution (e.g. preparation of funds transfers, cashflow requests, invoice processing, expenditure planning and monitoring, financial report to donors);
    • Participate in drafting narrative and financial reports for submission to donors;
    • Ensure that financial and narrative reports submitted by partners are compliant with the requirements of donors and International Alert.
  • Monitoring and evaluation
    • Help to develop a follow-up, evaluation, learning and accountability framework for the project;
    • Compile archives (both digital and physical) of project documents and activities;
    • Help to come up with ideas for new projects based on the impact of the current project;
    • Ensure that all project staff use the appropriate guidelines, processes and monitoring/evaluation tools designed for the project;
    • Monitor progress of the project, evaluate its impact and adjust the relevant indicators and activities if necessary;
    • Contribute to the final evaluation of the project (internal and external audits);
    • Disseminate information on project results and lessons learned
  • Enhance Alert’s visibility and strategic orientation
    • Help to strengthen Alert’s visibility throughout project activities, particularly in terms of communications (e.g. website, media, social networks);
    • Work with the Alert toeam to disseminate information about the organisation’s activities; attend events and participate in discussions related to other topics/projects with similar objectives to this project;
    • Contribute to further development of the programme of which the project forms part.

شروط الترشّح

  • Advanced university degree in criminal justice, law, international relations, human rights, social sciences or relevant areas.
  • A combination of a first level university degree and a qualifying number of relevant years of experience (two years) might be considered in lieu of the advanced degree.
  • Four years of relevant, progressively responsible professional experience (six years in case of a first level university degree) in the development, coordination and/or administration of projects, including on human rights, criminal justice, international relations, law enforcement, or related areas is required.
  • Knowledge of and exposure to anti-human trafficking or migrant smuggling work or relevant areas is required.
  • Work experience with the Umoja financial management system is desirable
  • Work experience with the United Nations system or similar international organization is desirable
  • Relevant working experience in providing technical assistance to government authorities in Tunisia is desirable.
  • A good understanding of the Tunisian context, particularly in relation to disadvantaged areas and civil society
  • A good understanding of social and solidarity economy
  • Excellent skills in managing partners Thorough understanding of the participatory governance approach
  • Proactive and flexible approach in dealing with project tasks
  • Self-driven attitude, ability to take the initiative and work in a team
  • Proven track record of organising events and managing communications
  • Excellent report writing and budget management skills
  • Demonstrable commitment to the mission and vision of International Alert
  • Excellent command of Arabic and English Speaks French [Desirable]
  • Driving licence [Desirable]
  • Experience in advocacy [Desirable]
  • Experience of managing projects financed by multilateral donors [Desirable]
