Description: The Deputy Finance Manager assists the Finance Manager in the full spectrum of accounting and financial management for IWPR’s programming in Libya and Tunisia.
Managing: Local Libyan/Tunisian Finance Staff
Project: Building the capacity of emerging broadcast media, informal and social media, and print media in Libya
Contract Type: International consultancy contract
Contract duration: Short Term consultancy contract of twelve (12) months-Possibility to extend

Tasks and Responsibilities
- To monitor the financial performance of IWPR’s Libya- and Tunisia-based programming to ensure that it is implemented according to budget and meeting targets for field expenditure and cost recovery, alerting the Country Director and the Finance Manager to any issues affecting progress;
- Assist Finance Manager to ensure IWPR’s operations remain compliant with relevant tax codes, registration requirements, and other regulatory obligations related to banking; to ensure that IWPR financial assets remain safeguarded;
- Assist Finance Manager in the financial controls and reporting, financial management of several multi-million dollar grants, reviewing and maintaining internal audits, and creating/maintaining written policies and procedures in compliance with donor regulations and IWPR policies and procedures;
- To provide financial analysis to the IWPR Management Team as necessary and assist with all resources managed by IWPR in Libya and Tunisia, for exampleproject budgeting and analysis, allocation of shared costs, project spend down; to ensure the successful expenditure of all project funds;
- To assist in the completion of monthly field office expense reports and other financial reports for sign-off by the Country Director/Finance Manager, communicating and resolving issues effectively;
- To manage all cash handling and banking procedures in country in coordination with the Finance Manager, maintain inventories, and ensure appropriate security safeguards are in place;
- To work with the Finance Manager and program staff to ensure project cost information is complete and accurate and ensure that all relevant costs have been properly accrued and expensed to IWPR’s projects;
- To coordinate with the Finance Manager to produce monthly project expenditure reports and schedules for the Finance Department, including monthly expenditure forecasts, and alerting International Director for Finance & Grants and the Country Director in respect of any issues affecting projects;
- To coordinate with the Finance Manager to provide the finance departments in IWPR’s head offices with relevant data for funder financial reports and assist in producing any exception reports required by funders and/or auditors in a timely manner;
- To perform other duties that may be assigned by the Country Director; Ability to be backup for Country Director in his absence; managing project activities, etc.
