Background

This consultancy comes within the framework of the project ‘Promoting youth participation in marginalized popular neighbourhoods and border regions’, where implementation of the project covers the border governorates of Kasserine and Tataouine as well as Douar Hicher in Greater Tunis. The project was launched in early 2018 and ends by 2020. Tools and mechanisms of Participatory Local Governance constitute the largest component of the
project, which also includes the creation of Open Street Map, Participatory Budget and Citizen Audit.

Objective of the assignment

The purpose of the consultancy is to assist Alert Tunisia in the creation of tool responding to the health-related needs of youth in marginalized areas. The aim of this collaborative tool is to foster a dynamic of social accountability in areas where access to health-services is undermined. The consultant will undertake the following tasks:

  • Conduct a comprehensive needs assessment;
  • Hold numerous meetings and focus groups meetings with stakeholders;
  • Creation of the tool;
  • Work closely with Alert’s local coordinators and their contacts;
  • Work closely with the Project Manager on creating M&E tools for the citizen diagnostic tool;
  • Conduct training to the field researchers and follow-up;
  • Oversee the implementation of the tool in three municipal sites;
  • Draft a comprehensive comparative report based on the main conclusions from the three municipal sites;
  • Present to Alert and its partners best practices from the region in the report;
  • Support Alert in creating advocacy tools based on the outcomes of the citizen diagnostic tool;

Timing, duration and location

  • This is a research consultancy with a timeframe of 9 months in total.
  • The starting date is April 2019.
  • The research will be conducted in three sites: the neighbourhood of Douar Hicher and the governorates of Kasserine and Tataouine.

Methodology

The tool will require desk research, fieldwork, discussions with local co-ordinators and stakeholders, and consultation with Alert’s local partners. All steps of the methodology will be validated by Alert, prior to the implementation. The consultant will be expected to travel to the sites of implementation.

The tool and methodology will be agreed upon after close consultation with International Alert and its local partners. International Alert will make its previous research reports, lessons learnt and reports available to the researchers.

Deliverables

  • The consultants are required to deliver the following:
  • Activity progress reports
  • the tool
  • M&E strategy
  • Evaluation report

All deliverables are to be presented to Alert for approval before implementation. All rules and regulations should be strictly applied to all outputs.

Critères d'éligibilité

  • An advanced degree in medicine and/or healthcare management;
  • Experience in developing healthcare community interventions in the region;
  • Experience in fieldwork and participatory interventions with local communities;
  • Previous work experience in Tunisia and/or the region;
  • Fluency in written and spoken Arabic and English;
  • Experience with advocacy and/or communication for community healthcare tools;
  • Knowledge of the national context in Tunisia;
  • Experience and understanding of gender and/or peacebuilding programming.
  • Knowledge of French is an asset;
  • PhD in general medicine or a medical specialization
