Masarouna Program 

 

Masarouna mobilizes the power of young people in the Middle East and North Africa to claim their sexual and reproductive health and rights (SRHR). We work with and for young people, and together, we forge new pathways through influencing and strengthening civil society.

Job Purpose – Key Responsibilities and Accountabilities 

 

Oxfam in Tunisia seeks an Influencing and Learning Officer responsible for developing, mainstreaming, and implementing the program’s influencing components through its overarching strategic direction, framework, and potential. The ILO will report directly to the Program Manager and collaborate closely with the Gender Mainstreaming Officer and the MEAL Coordinator to ensure proper alignment regarding guidance, approaches, and responsibilities. Furthermore, this role is expected to directly engage with and offer support to all Program team members and other pertinent colleagues throughout the confederation and in partnership with relevant external collaborators.

Influencing (70%)

  • Conduct or commission when appropriate and monitor research related to Oxfam’s advocacy and campaign work.
  • Produce context analyses and fact sheets for the program team.
  • Compile statistical data relating to areas identified for advocacy and influence.
  • Contribute to the design and implementation of Oxfam’s influencing activities (advocacy and campaigns) following a participative and feminist approach in close collaboration with the Oxfam team and partners.
  • Maintain direct contact with local partners (CSOs, state actors, private sector) according to Oxfam’s advocacy and campaigning policy and in line with Oxfam’s partner values in Tunisia.
  • Participate in activities related to Oxfam’s global campaigns deployed in Tunisia.
  • Accompany national, often youth and feminist organizations in their influencing efforts, including their access to relevant networks, spaces, and resources.
  • Link program partners with other national, regional, and international movements to ensure joint influencing efforts and collaboration. 
  • Map, identify and coordinate new and innovative partnership opportunities with national actors, including but not limited to grassroots organizations, youth activists, governmental/political actors/institutions, UN agencies, and international NGOs.
  • Craft compelling advocacy materials, including reports, briefings, and communication tools, to engage target audiences effectively.
  • Contribute to monitoring national and international gender justice policies, legislation, and frameworks to identify opportunities for advocacy. 

Knowledge and Learning (30%)

 

  • Support developing and sharing best practices, innovations, and other relevant products, conducting regular and ad-hoc information and story gathering to share across Oxfam and externally.
  • Contribute to the design and facilitation of the learning spaces for Program partners and other stakeholders working on SRHR by using a mix of interactive methods.
  • Capture, document, and disseminate programmatic learning, success stories, and best practices related to SRHR. 
  • Promote the program and ensure the linking and learning between the Program’s partners and beyond, with and through Oxfam International, with other relevant actors.
  • Contribute to designing and implementing the Program’s regional learning agenda.

 

Other (where and as agreed and needed):

 

  • Actively engage in all relevant strategic meetings and workshops to contribute to developing and implementing Oxfam strategy and programs.
  • Provide support, where and as requested and possible, to other ongoing programs and activities and develop new programs and proposals.
  • Contribute to all country-related annual planning, reporting, and budgeting.

 

Technical skills, experience, and knowledge required for the position.

 

Essential:

  • Minimum of 5 years of relevant job responsibilities and work experience, especially in SRHR, feminism, sexual orientation, gender identity/expression, human rights, and youth leadership.
  • Bachelor’s degree in related fields (examples: social sciences, women studies, development), or equivalent sufficient experience and alternative type of education.
  • Good understanding of Tunisia and Egypt’s social, economic, and political contexts.
  • Fluency in Arabic and English.
  • Ability to co-create and implement advocacy strategies with local organizations and partners.
  • Work experience in commissioning, guiding and using research and other knowledge products.
  • Ability to think and act outside the box to increase the impact of influencing activities.
  • Experience in training, accompanying, and supporting local organizations and rightsholders in leading their gender and feminist influencing agenda.
  • Experience successfully positioning and representing views and proposals at the national, regional, and international levels, with a proven ability to build relationships and partnerships with diverse local, national, and international stakeholders.
  • Commitment to transparency, openness, and collaborative way of working.
  • High level of integrity and activist attitude.
  • Work experience in an international (NGO) environment.
  • Excellent computer skills.
  • Readiness and ability to travel to different countries and beyond.
  • Ability to work independently and with a team.
  • Excellent and efficient time management.

 

Desirable:

  • Good knowledge of Oxfam work.
  • Remote management of activities and partners.
  • Good knowledge of French
