Team Purpose
Lead, coordinate and support the development and implementation of the program/s advocacy and influencing related needs and work including the development of strategies, action plans and relevant analysis, in collaboration with the team and partners, and in line with Oxfam Standards and the strategic vision for programmes.
Job Purpose – Key Responsibilities and Accountabilities:
Direct Program Advocacy and Influencing Responsibilities: 75%

- In close coordination with the program team/s, lead the development of the program/s advocacy and influencing strategy and ensure its implementation, directly and/or indirectly.
- Work closely with the program team/s to ensure and apply an influencing lens and the feminist principles, in projects and activities design, MEAL frameworks, monitoring tools, and implementation approaches.

- Ensure the program strategies and activities responds to the civil society needs, are suitable for the operational context and are aligned with the country ToC and strategy steer on Civic Space.
- Responsible for the development of risk analysis and mitigation plans for the program/s and for providing adequate factual based recommendations to the Program Focal Point/s and Country Director.
- Ensure sufficient and compliant sign off processes for all the relevant activities and products, as per Oxfam and donors’ policies.
- Together with relevant colleagues and partners, contribute to the project’s inception and kick off effort, including the baseline assessment and research.
- Regularly monitor and mentor the program/s advocacy and influencing related activities, in close coordination with the team/s.
- Proactively, engage with and support, directly or indirectly, the team/s in conducting power analysis, producing evidence-based advocacy, policy briefs, press releases and effective messaging, influencing documents, research, and in designing public campaigning, and ensuring the creation of clear and accessible tools and resources for the team/s to maximize their program impact.
- Contribute to writing program’ learning documents, case studies, blogs, video clips.
- Support the partners, directly or indirectly, in the development of the different projects’ policy, advocacy and campaign work, identifying key issues and opportunities for country influencing engagement.

- Indirect implementation could be through delegating the work to a staff member and/or contracting an external party. In both cases, the Officer is responsible to ensure the selection of the right implementation party, providing them with the support needed to ensure the adequate implementation and timely and quality delivery of outcomes.
- Following, the is also responsible for drafting ToRs and managing any related recruitments and consultancies together with operation team and in full coordination with the Program Lead/s.
- Actively maintain and expand Oxfam’s network of relevant stakeholders, peer organizations, and groups, to exchange learning, leverage effort and develop and implement joint initiatives and advocacy events at local or/and national level(s).
- Provide support, where needed, to the colleagues responsible for digital and social media activities.
- Contribute to the production of the programs reports and plans.
- Actively take part in all program/s related meetings and ensure ongoing sufficient and effective coordination and collaboration with all team members.
Knowledge, Learning and Capacity Advancement 12%
- Maintain sufficient understanding and knowledge of the influencing, safe programming and branding related policies, strategic steer and tools, of Oxfam and other relevant key stakeholders, including donors.
- Ensure the relevant staff and partners have sufficient understanding and efficient implementation of the policies and steer through maintaining sufficient flow of information, sending updates and organizing internal session.
- Proactively gather information on the changing context/s relevant to the programs, at local and global levels, and analyze their impact on Oxfam’s work, the partners and allies and keep relevant staff, in-country and internationally, updated on latest relevant developments.
- Work closely with the Program Lead/s, Head of Programs and any relevant staff to develop, implement and improve influencing and visibility of the program at various levels.
- Contribute to strengthening the capacities of partners to deliver high impact influencing and transformational programs, through sharing resources, providing guidance and advises, directly implementing capacity development sessions on relevant Oxfam policies, standards and practices, and/or planning training through others.
Strategic (8%)
- Actively engage in and support the development of the country office advocacy and influencing strategy, in close coordination with other relevant team members.
- Contribute to the development of other Oxfam’s related advocacy and influencing activities, campaigns and related materials.
- Proactively engage in advocacy and influencing efforts and forums, internally and externally, and contribute to advancing the exposure of Oxfam in Tunisia’ work.
- Support the integration of the influencing lens and relevant activities in new proposals, where needed.
Other Responsibilities (5%)
- Contribute to creating and maintaining healthy professional relations and atmosphere at the office.
- Actively participate in staff meeting and other related meetings, as well as in strategic planning workshops, etc.
- Contribute to the recruitment and induction of new staff members in relevant positions and provide support to help their integration to the team, where needed.
Technical Skills, Experience & Knowledge
Essential
- Minimum of 8 years of relevant job responsibilities and work experience in related fields (inequality and civic space) and preferably with similar type of organization (national and/or international NGOs).
- Solid understanding of and experience in working in Tunisia, Egypt and/or other countries in the region and in-depth understanding of the context/s including the economic, political, and social causes and dynamics of poverty, vulnerability and inequality and a familiarity with related policy issues.
- University degree in related fields (i.e., political, or social sciences, etc.), or proven equivalent and sufficient experience and/or alternative type of relevant education.
- Excellent knowledge of and familiarity with civil society in Tunisia and across North Africa.
- Proven experience of leading and supporting the development of advocacy and influencing strategies, activities, and tools; managing and coordinating campaigns, research and policy work.
- Efficient and fluent in speaking, reading, and writing in Arabic, English and French.
- Experience in leading or working with teams to enhance influencing capacities and impact.
- Strong influencing skills, with proven ability to build relations, partnerships, and networks with diverse range of local, national and international stakeholders.
- Strong analytical thinking and risk analysis.
- Excellent communication, representation and writing skills.
- Excellent interpersonal and collaboration skills, particularly in a multi-cultural context.
- Experience in addressing gender issues and women’s rights in the design/delivery of influencing work
- Good solution and result oriented approaches and attitudes.
- Excellent written and verbal communication skills in Arabic, French, and English.
