Ifrikya Center for Common Ground (ICCG) is a Tunisian peacebuilding NGO that aims to promote sustainable social cohesion in North African societies through conflict transformation. It is a newly established Tunisian organization that builds on the legacy and experience of the international peacebuilding NGO Search for Common Ground in Tunisia.

ICCG’s strategy for Tunisia includes the promotion of the culture of dialogue and diversity through the involvement of all parts of society while building their capacities. ICCG works in Tunisia to help members of Tunisian society to address conflicts and differences constructively through cooperation and dialogue. ICCG works across multiple channels, mainly with youth, CSOs, media actors, and local authorities to build the capacity of individuals and institutions to address challenges including differences and act on common points. ICCG’s main strategic objectives include: (i) promoting peace education; (ii) fostering non-violent social dialogue; (iii) enhancing participatory and inclusive governance; and (iv) transforming violent extremism.

Position Summary:

 

ICCG Tunisia is looking to hire a Design, Monitoring, and Evaluation Assistant  (DM&E) to support and lead on all strategic and functional responsibilities of Design, Monitoring, and Evaluation activities of ICCG projects, in close coordination with Project Managers, Project Officers, and Tunisia office Executive Director. S/he will work under the direct supervision of the Tunisia Executive Director. The position is based in Tunis, Tunisia, with frequent field visits.  The DM&E Assistant will be primarily responsible for assisting with the research, monitoring, evaluation, and organizational learning efforts of ICCG’s projects.

Key Responsibilities and Deliverables:

 

  • Lead the development of a system that facilitates data collection, reporting, and flow of data within the team and sufficiently captures project information needs
  • Lead the development and implementation of M&E plans and tools, as well as learning activities (e.g., reflection sessions) throughout the projects’ implementation in coordination with the program team to inform learning and best practices.
  • Manage data management systems, spreadsheets, and other data tools, ensure the quality of high-value data for accuracy, consistency, and comparability, and consolidate operational information as needed to support analysis.
  • Provide timely, quality support and guidance to project teams to meet the projects’ specific M&E needs.
  • Conduct participatory monitoring activities and data collection and field visits as required through individual interviews, phone interviews, pre/post testing, focus group discussions, and community visits.
  • Lead on reporting and analysis of data collected on outcome indicators, feed into donors’ reports, and lead on learning reporting that synthesizes good practices and lessons learned.
  • Provide ongoing technical support in proposal development when needed by enabling program teams to utilize evaluation findings and evidence gleaned from learning and communicating results effectively;
  • Provide advice on assessments (e.g., baselines) design and support quality control on M&E deliverables by external consultants.
  • Strengthen M&E capacities of program staff and partners by designing and implementing capacity-building activities;
  • Perform field visits as needed for quality checks of the data collected by projects and to verify the accuracy of the reported data.
  • Provide regular verbal and written feedback on field observations and monitoring findings to Project Managers and relevant program staff.
  • Support in reviewing donor reports to ensure high-quality reports are submitted on time.
  • Complete all other aligned tasks as required.

Minimum Qualifications

Essential:

  • Previous work experience in monitoring and evaluation methodologies utilizing participatory methods;
  • Bachelor’s Degree in International development, economics, statistics, social sciences, or any other related field. A Master’s degree is preferable;
  • Proven technical capacity in the design, implementation, and analysis of various quantitative and qualitative data collection tools, including interviews, surveys, focus group discussions, and pre/post tests;
  • Knowledge of participatory methods, mixed methods, outcome mapping, and/or impact evaluation techniques;

 

  • Demonstrated capacity to coordinate evaluations, including experience developing evaluation terms of reference and recruiting and managing consultants;
  • Good knowledge and application of proposal design principles;
  • Excellent analytical and report writing skills;
  • Good knowledge of developing logical frameworks and results frameworks
  • Excellent interpersonal and networking skills, as well as the ability to develop and maintain professional relationships
  • Strong commitment to values in evidence-based decision making, transparency, community empowerment, methodological rigor, and program learning, with high standards of integrity, professionalism, and impartiality
  • Able to work independently and effectively in a team environment
  • Detail-oriented and highly organized, with a proactive approach
  • Ability to multitask and work to meet tight deadlines
  • Proficient in the use of Microsoft Word, PowerPoint, and Excel, as well as web browsers
  • Excellent ability to communicate effectively in English and French, both verbally and in writing
  • Proficiency in both Arabic, French, and English
  • Ability to travel across Tunisia

Desirable:

  • Post-graduate degree in a related field and experience with surveys, sampling methodology, data analysis, and reporting;
  • Experience working in youth-focused projects and/or on social cohesion programming
