Primary Function / Purpose :
- POSITION SCOPE: Provide outreach related technical assistance for forthcoming municipal and regional elections, support civic and voter education initiatives, and implement IFES voter outreach activities. Manage and/or perform technical or complex work, requiring ingenuity and capacity to evaluate and respond to new and changing issues. Performance and outcomes are subject to senior management oversight.
- DECISION MAKING/PROBLEM SOLVING: Complex decision-making requiring in-depth analysis and consensus-building, subject to management review. Consult with stakeholders within and outside the organization; identify, propose and build consensus around best suited solutions. Provide substantive contribution to IFES tools, methodology and good practices. Authority to make decisions on issues of program design, delegations to junior staff, and financial oversight for assigned projects.
- FISCAL RESPONSIBILITY: Participate in proposal development and project budget planning. Review of project financials and preparation of reports. Ensures compliance with IFES and other donor rules and regulations, particularly with regard to fiscal management.
- RELATIONSHIPS: Maintain collaborative working relationship with team members and other staff within the IFES Field Office in Tunisia. Partnerships require a high degree of diplomacy and judgment, with ability to address conflicts or difficulties in a constructive manner. Represent IFES with external contacts at professional and government levels.
Major duties and responsibilities :
- Assist IFES in collaborating with local partners in development and implementation of civic education and voter outreach campaigns in lead up to regional and municipal elections.
- Support IFES and local partners in the design and development of cultural and gender-sensitive civic and voter education materials and products that cover all aspects of the electoral process and the decentralization process
- Build local partner capacity in the assessment and development of effective publicoutreach and communication tools
- Serve as a liaison between IFES, local partners, suppliers and service providers subcontracted by IFES.
- Review the content, impact and quality of the voter education media outreach products prepared.
- Provide technical advisory support to other electoral stakeholders and local partners in the production and dissemination of civic and voter education materials.
- Assist in the preparation of work plans, progress reports, Monitoring and Evaluation data and reports, and other documentation or reports as required.
- Other duties as assigned.
TRAVEL: In country-travel may be required.
