Overview:

IFES seeks a Monitoring and Evaluation Specialist who will be responsible for the monitoring and evaluation of five ongoing projects in Tunisia.

The Monitoring and Evaluation (M&E)Specialist will review existing M&E plans and methods of collecting data to ensure accurate documentation of programs results. S/he will provide technical advice on how to improve existing plans and indicators to capture performance results and provide effective, accurate and timely monitoring, evaluation and reporting of all project activities. The M&E Specialist will work closely with the IFES MEASURE and program teams to ensure recommendations and lessons learned are integrated into project implementation to continuously improve quality of interventions and outcomes.

The Monitoring and Evaluation (M&E) Specialist will be based in Tunis, Tunisia and will report to the Chief of Party and work closely with the IFES home office team and IFES MEASURE teas. S/he will be hired on a consultancy-based contract.This position is open to local, regional and international consultants.

Responsibilities:

• Review existing IFES/Tunisia M&E plans and provide recommendation for improvements
• Provide technical direction on M&E to ensure the project achieves its goals and corresponding objectives and targets
• Oversee the implementation of the various performance monitoring plans to capture project performance and results, including routine service delivery data reporting, baseline and end line assessments, and all monitoring for process and outcome evaluations
• Develop and oversee data flow pattern that will ensure timely data collection and reporting
• Lead results reporting by providing written documentation on M&E activities and indicator results for progress and quarterly reports, as appropriate
• Lead efforts to utilize training monitoring systems to track and monitor trainers and participants at training events to facilitate follow-up and recordkeeping
• Conduct targeted evaluations and operations research, including design, data collection, management and analysis
• Ensure quality of data collected through periodic verification procedures including routine data quality audits
• Promote and support the dissemination of project results and information to key project stakeholders
• Work with project staff to prepare and track progress of project
• Provide M&E mentoring to IFES Tunisia staff to build their M&E capacities
