MONITORING AND EVALUATION COORDINATOR

 

IFES FIELD OFFICE IN TUNISIA

STARTING DATE: NOVEMBER/DECEMBER 2018

 

ABOUT IFES/TUNISIA

The IFES Tunisia program aims to strengthen the capacity of electoral institutions to administer credible parliamentary and presidential elections that reflect the will of the people; better inform youth and marginalized communities about elections and; encourage youth civic engagement and promote meaningful participation of all citizens in their political systems, including women, youth and other traditionally marginalized groups. The IFES Office in Tunisia cooperates with multiple institutional and non-institutional partners. The Office has been functioning since 2011. PRIMARY FUNCTION/PURPOSE: The Monitoring & Evaluation Coordinator (MEC) will be responsible for coordinating the overall M&E efforts, setting up efficient M&E mechanisms and systems, providing accurate and timely key performance indicators data, as well as capturing, documenting and reporting on program results. The MEC will also have project management responsibilities, supporting training and capacity building activities of IFES/Tunisia programming.

 

 

MAJOR DUTIES AND RESPONSIBILITIES:

 

Monitoring and Evaluation (60%)

  • Establish monitoring and evaluation mechanisms and plans for each project in close cooperation with the MEASURE team in Washington DC
  • Develop and oversee data flow pattern for project staff to implement that will ensure timely data collection
  • Use the Dashboard developed by the MEASURE team to enter, track, measure and analyze performance indicator data in real time
  • Hold regular planning sessions with project staff to ensure that appropriate tools and mechanisms are in place ahead of the implementation of activities for collecting relevant M&E data
  • Coordinate the implementation of the various performance M&E plans to capture project performance and results, including routine delivery of accurate data reports
  • Provide written contribution on M&E activities and indicator results for progress and quarterly reports, as appropriate
  • Inform COP/DCOP if indicator targets are falling behind or not being met to allow for corrective action or M&E plan adjustments
  • Ensure quality of data through data verification procedures including routine data quality audits carried out during the project lifecycle
  • Act as point of contact for internal and external project evaluations and data quality assessments, providing evaluators with required data and M&E processes
  • Work closely with the IFES communication associate to disseminate project results among donors, partners, field and DC team
  • In line with adaptive management practices and in collaboration with MEASURE staff, hold periodic reflection sessions with IFES/Tunisia staff to review existing data against the program’s design and critical assumptions Recommend any necessary changes to program activities.

 

Project Management (40%)

  • Assist the DCOP with forward planning, timely preparation and professional execution of training/capacity building activities within the allocated budget and in conformity with project documents
  • Work with the DCOP to create a detailed work plan for training/capacity building activities
  • Coordinate the preparation and implement IFES activities, principally related to training and capacity building
  • In collaboration with HQ staff, track training consultants’ billable days and follow up on whether deliverables are submitted on time
  • Collect documents for training/capacity building activities. and archive them in an orderly and clear fashion (agendas, list of participants, workshop materials, etc.)
  • Attend stakeholder meetings/workshops/conference and prepare meeting minutes or reports as applicable

 

 

 

شروط الترشّح

  • Education: Bachelor’s degree in international studies, international development and cooperation, demography, statistics, social sciences or related field required. Master’s degree or equivalent experience strongly preferred.
  • Experience: Minimum two years of relevant work experience with international governmental or non-governmental organizations supporting monitoring and evaluation of multi-year projects across different donors’ M&E requirements.
  • Related Skills or Knowledge: Experience with quantitative and qualitative evaluation methods, data collection and data quality assessments, data analysis, and reporting. Demonstrated strong management, coordination, teamwork and planning skills. Strong technical skills, including ability to process and analyze data using Excel. Detail-oriented, accurate, dependable and organized.  Demonstrated ability to prioritize and handle multiple tasks and consistently meet tight deadlines. Ability to develop and manage effective local relationships by applying cultural awareness. Strong communicator, both verbally and in writing, in both English and Arabic. Demonstrated outstanding writing and reporting skills. Collaborative, team oriented individual. Proven capacity to work well with minimal supervision.
  • Computer skills: Full proficiency in Google Sheets, Excel and Word required. Proficiency in at least one of the following statistical software: SPSS, Epi-Info, Stata, MS Access is an asset.
  • Language skills: Full proficiency in Arabic and English required. Proficiency in French is an asset.
  • Travel: Travel to the regions is required.
