Objective:

The Project Assistant will assist with logistical and administrative support for the IFES Libya field office in Tunis. The Project Assistant will have the opportunity to gain experience in program administration and implementation as well as writing to shape IFES’ work to promote technical assistance in election management in Libya. This position reports to the Libya Chief of Party (COP). All procurement and financial issues should be closely coordinated with the operations coordinator and finance officer to ensure compliance with IFES rules and procedures.

Under the guidance and supervision of the Chief of Party and in close coordination with the Finance and Administrative Officer (FAO), the Project Assistant will perform the following tasks:

Finance Management:

  • Collect all receipts and submit them for approval to the FAO;

  • Assist with the administrative and logistical preparation of IFES Libya activities such as conferences, workshops, seminars, and meetings, etc.
  • Assist with editing/writing reports and press releases;
  • Attend and report on internal and external meetings and other discussions about assigned projects;
  • Prepare and draft agreements, translating back-up documents as needed;
  • Assist with program development in conjunction with the needs of the project;
  • Assist technical specialists with coordination and development of briefing/training documents and materials for programmatic activities;
  • Provide required assistance and coordination with civil society partners, government institutions, research centers, and the judiciary;
  • Provide translation and interpretation as needed;

Human Resources Management:

  • Assist the Chief of Party/Project Officer/Project Associate on recruitment process, such as drafting of vacancy notices, posting of vacancies, collecting CVs, printing CVs, preparing short-lists
  • Ensure that the internal personnel files are up to date for all IFES staff
  • Prepare and draft local consultancy contracts
  • Collect timesheets from international consultants and verify the accuracy and completeness of their travel expenses reports (TERs)

Office/Administrative Management:

  • Provide administrative support to the COP as requested
  • Other duties as assigned by the COP

Critères d'éligibilité

  • Bachelor’s degree in international affairs or related discipline;
  • Strong ability to communicate effectively in English and Arabic, both verbally and in writing;
  • Demonstrated knowledge and interest in electoral and democracy issues;
  • Proficiency with MS Office Suite specifically Word, Excel, PowerPoint and Outlook;
  • Ability to work independently and collaboratively with program team;
  • Experience with preparing financial documents preferred
  • Experience handling sensitive information in a secure and confidential manner preferred;
  • Detail oriented.
