Introduction/Background:

Since March 2012, IFES has built and maintained a solid partnership with the High National Election Commission (HNEC) and Libyan disabled persons’ organizations (DPOs). Following the Libya Forum for the Rights of Persons with Disabilities, which took place in Tripoli in December 2015, Libyan DPOs developed a Disabilities Action Plan. The plan includes a recommendation for the HNEC to make its website more accessible for persons with disabilities. Therefore, the HNEC has requested assistance from IFES to improve its website’s overall accessibility, with particular attention paid to the development of a website section targeting persons with disabilities. HNEC has further asked that IFES’ award winning site ElectionAccess.org be used as a model and reference for HNEC’s website. The HNEC website currently uses a WordPress platform. The IT Specialist will be responsible for ensuring that WordPress’ accessible features are maximized for use on HNEC’s website, as well as installing or developing any additional WordPress applications that may be necessary to meet the accessibility objectives and comply with international website accessibility standards. S/he will also be responsible for training HNEC’s IT staff in the development, use and maintenance of the website’s accessibility features. The training will include DPO web developers interested in learning the broader accessibility requirements for use on their own organizations’ websites.

Target group:

The training will target participants from HNEC’s IT department who maintain and manage the HNEC website, and webmasters from DPOs who are developers themselves and interested in this training to advocate the rights of people with disabilities and to learn how to improve the accessibility of their organizations’ websites and/or blogs.

Objective(s):

  • Development of the HNEC website to integrate accessibility features and new content to improve use and access of the site by persons with disabilities.
  • Training and increasing the competence of the HNEC IT officials on the usage and administration of the web platform (WordPress) and accessibility features for the HNEC website.
  • Training of webmasters from DPOs on the usage of the WordPress software for a better usage, update and development of their websites.

Activities to be carried out:

  • Conduct an accessibility audit of the HNEC website to determine areas for improvement, make recommendations, and implement changes in coordination with HNEC IT staff.
  • Conception and development of a persons with disabilities section in HNEC website
  • Preparation and delivery of the training
  • Remotely integrating and testing the HNEC website part for persons with disabilities.

Deliverables :

The development and deployment of the following services on the HNEC Website:

  • Creating a new section for persons with disabilities that will be set up in the HNEC Website adapted to their needs. The Accessibility section will consist of six main parts: Legal Framework (international and Libyan laws and regulations); Disabilities Action Plan; list of links of regional and Libyan DPOs; videos and image libraries; and news and events.
  • Integrating reading and navigation tools in the HNEC website. Features will include increasing and reducing the font size of the text displayed on the site.
  • The background color of the web page will be change according to two standards that facilitate the visualization of the content to people with visual disability.
  • Conducting training for 13 people from HNEC IT staff and DPOs, who will be trained during five days on how to use the system, the DP tools for Microsoft windows.
  • Final report and recommendations for the HNEC IT staff on the usage of the new software.
  • Create a user manual in Arabic for HNEC IT staff on the creation and customization of features specific to the HNEC site.

Critères d'éligibilité

  • University degree in IT or Computer Science or relevant experience;
  • Minimum 5 years of experience in IT and data programming;
  • Demonstrated development experience in the WordPress environment (both front-end and back-end), including knowledge of PHP and SQL;
  • Familiarity with web accessibility standards, as well as Windows accessibility toolkit
  • Prior experience delivering training for persons with disabilities
  • Experience conducting accessibility testing/audits, as well as in integrating accessibility features into websites.
  • Fluency in written and spoken English and Arabic;
  • Knowledge of the Libyan context (desirable);
