IFES in Tunisia

IFES is an international, independent, nonprofit organization that supports the building of democratic societies.  IFES provides targeted technical assistance to strengthen transitional democracies. Founded in 1987 as a nonpartisan, nonprofit organization, IFES has developed and implemented comprehensive, collaborative democracy solutions in more than 130 countries. IFES has been working in Tunisia since February 2011, assisting the Tunisian authorities in the organization of free, democratic and transparent elections through electoral assistance programs.

Description of IFES projects in Tunisia

The overall goal of IFES Tunisia programs is to provide electoral technical assistance to electoral stakeholders in order to support the holding of democratic elections in Tunisia. One of IFES main partners has been the High Independent Election Commission (ISIE). IFES also works with the Ministry of Social Affairs and the Ministry of Education on civic education, the Court of Accounts (CoA) on the transparency of campaign financing, and other institutional and non-institutional organizations, such as civil society.

Job Description

The proposed contract is a short-term consultancy. Under the direction of the country director, the consultant will perform the following main functions:

• Conduct an IT review of the existing Court of Accounts’ IT application for monitoring campaign finance accounts
• Provide IT technical advice on the best T solutions for upgrading and optimizing the Court of Accounts’ IT monitoring application
• Support technical aspects of the ISIE E-learning platform built on the CSM Moodle
• Ensure optimization and software update of the ISIE E-learning platform
• Collaborate with the ISIE IT department to resolve technical issues encountered by the ISIE IT department
