Background

In 2012, International IDEA launched a project to establish the Arab Association of Constitutional Law (the “Association”), the first regional association of constitutional experts in West Asia and North Africa. The project had as its objective to allow for a new generation of experts from the region to participate in the reform processes and to introduce new ideas and concepts to the debate on constitutional reform. After two years of preparation, the Association was launched as a non-governmental organization in October 2014. According to its charter, which was approved in its third regional conference, the Association plans to contribute to democratization efforts in the Arab region by makings its comparative expertise available to reform efforts throughout the region, by providing objective technical analysis of the region’s constitutional frameworks and by promoting intra-regional learning. The Arab Association’s membership is modern, broad and independent. In a highly politicized region, the Association has successfully created one of the only opportunities for highly qualified leaders in constitutional law to engage with each other in a non-politicised environment to explore solutions to their problems.

In January 2016, International IDEA commenced a second phase of activities for the ACL. The second phase has a number of objectives including to:

  • Ensure that the Association is capable of sustaining itself and of participating in democratic reform throughout the Arab region;
  • Contribute to the debate on the region’s difficulties, in so far as they relate to constitutional issues, search for solutions, and serve as a reference and resource for future constitution-drafting processes;
  • Create a platform that will allow for a new generation of constitutional experts to become involved in the discourse on constitutional reform in the region;
  • Improve the quality of scholarship on constitutional law issues in the region.

In order to make all of this possible, the second phase will involve the establishment of a Secretariat, which will be led by a Secretary General supported by a Coordinator.

Duties and responsibilities

Under the direct supervision of the Secretary General and a representative from International IDEA, the Coordinator will be responsible for satisfying the  following obligations:

Support to the Executive Committee and the Secretary General

  • Assist the Executive Committee and the Secretary General in developing and implementing its decision-making mechanisms, including by preparing meeting agendas, action plans, call for papers, reports and meeting minutes;
  • Assist the executive committee and the Secretary General in developing and implementing a comprehensive communication and outreach strategy;
  • Drafting the Executive Committee’s resolutions and ensuring that they are communicated to the ACL’s broader membership;
  • Provide other substantive assistance required by members of the ACL’s executive committee and the Secretary General;
  • Provide support in developing and updating the ACL’s website and database;
  • Create an archive for all relevant documentation.

Support to the substantive committees

  • Carry out legal research where necessary to support the work of the substantive committees;
  • Prepare meeting agendas, action plans and minutes/reports for each of the substantive committees’ meetings;
  • Communicate all of the substantive committees’ decisions to the ACL’s executive committee and to the full membership.

Other support

  • Support in preparing concept notes and agendas for the ACL’s annual conferences and regional roundtables;
  • Prepare funding proposals to support future activities;
  • Draft activity and project reports – including annual and quarterly reports as needed;
  • Coordinating all contact between the ACL and International IDEA.

Fee

The monthly fee will be in the range of 1,250-1,500 EURO dependent on the qualifications and experience of the candidate. The contractor will be responsible for the payment of national taxes, social fees and insurances as applicable.

Duty Station

The duty station will be Tunis.

Critères d'éligibilité

  • An advanced degree in law or political science
  • At least 3 years of relevant experience
  • Proven skills in similar project management.
  • Contributing to the development and functioning of a new organization would be considered an asset
  • A strong interest in constitution building
  • Excellent written skills in Arabic and English. French is an asset
  • The ability to work in a diverse environment and to communicate with individuals from diverse backgrounds.
