Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a highly qualified Human Ressources Coordiantor (Maternity Cover).
About the job
This position aims at providing senior advice, coordination, capacity building and technical support to the HR focal points at area level and overall coordination of HR tasks at country level.
The Human Resources Coordinator ensures compliance to DRC’s human resource procedures and guidelines within the country operations. The role contributes to the development of country strategies, which are translated into action plans and day-to-day tasks.
The job is based in Tunis with 20% travel to field offices. Your main duties and responsibilities will be:
Recruitment and Selection
- Drive and support recruitment and selection activities in an inclusive way by planning and assessing staffing needs (to the exception of recruitment bands C, D & E with the Regional Office);
- Advertise positions and assist with scheduling the interviews; Participate in interview panels when needed
- Ensure compliance with the recruitment process by quality checking the job adverts, posting the job adverts on internal and external job boards, supporting with sending the electronic form for reference checks, and issuing the offer letter after the process is concluded;
- Ensure all unsuccessful are being notified; the interviewed candidates are notified by the hiring manager and all the rest are notified via an automatic reply via the recruitment system
- Document and file the recruitment process
- Provide recruitment overview for senior managers
People Planning
- Work with senior management team and senior staff on a number of initiatives related to employees DRC Voices, Minimum Standards, Staff Wellbeing, diversity, and inclusion)
- Ensure managers have created job descriptions for the employees, and store them on the personnel file
- Ensure oversight and consistency in position titles and grades, across all field locations.
- Support senior management in workforce planning, succession planning and mobility within DRC country operation(s)
- Support management in restructuring and downsizing
Performance
- Ensure that there is a yearly cycle for performance appraisals in the country operation
- Ensure both probation and performance appraisals are done in the country operation by monitoring Dynamics
- Advise managers on poor performance and ensure the documentation stored on the employees’ p-file is stored properly; act as an impartial mediator in the process
- Prepare legally compliant letters in consultation with internal or external legal advisors
- Advise managers on Code of Conduct cases in relation to potential disciplinary action
- Act as an impartial mediator in disciplinary procedures and ensure that they follow DRC policies and meet all legal and labor regulations and requirements
Development
- Drive the induction process in the country operation
- Drive the coordination of international staff pre-arrival process, arranging induction schedule, office & guesthouse tour, conducting international staff HR induction and maintaining oversight of logistics, visa/entry process and travel arrangements.
- Advise managers or staff on how to fund training and development opportunities
- Ensure exit interviews are conducted by establishing a process of informing managers to perform the exit interview
- Ensure exit forms are issued and sent to exiting employees
- Coordinate team-related needs and training
Well-Being
- Participate in localization of R&R and Housing policy
- Source insurance or other health option for national staff
- Guide managers on stress management
- Assess compound life from a well-being perspective
- Follow-up on DRC voices
Contracts and Compensation
- Issue offer letter for national and international employees
- Manage the full contract process for national employees including contracts, extensions, addendums, and resignations
- Manage the full payroll for Algeria, Tunisia, and Libya, including the payment of taxes and social contributions in close coordination with Finance
- Request international contract to be done by HQ
- Negotiate terms of employment for national employees
- Ensure that the terms of employment for national staff are located
- Lead salary benchmark process every two years or more frequently if needed
- Develop and maintain salary scale
- Administer payroll for national staff
- Maintain Dynamics data for national staff and update some of the data for international staff (the second is clearly defined)
- Act Focal point for legal matters, liaison with legal Advisor and monitoring of ongoing/ new legal cases against DRC.
- Advise and support services for matters related to visa, work permit and residency of international staff (all LEs under TUN hosting). Develop and maintain SoP, guidelines
- Supporting the country director in keeping the registration status updated to incorporate changes in legal representative etc. by seeking timely support from legal advisors on the process
- Developing and maintaining a full record of the legal status/file of DRC’s registration in Tunisia.
- Register employees in social security for all LE hosted by TUN legal entity.
HR Policies and Support
- Maintain and update Staff HR Handbooks as necessary
- Proactively pursue continuous process improvement in HR-related practices in order to enhance the quality and efficiency of output/delivery
- Produce the necessary policies and guidelines to reflect the local requirements
- Localization of the global policies and ensuring that the local labor law is taken into account
- Act as technical manager for all HR staff in the area offices
- Ensure managers are familiar will the necessary tools and procedures within people management
- Ensure to request technical support from either the region or HQ
- Technical supervision and capacitating for the HR focal points at the area level: advise and train HR and admin focal person in digitalization of HR and Admin tools and platforms.
- Produce monthly HR reports for TUN, Libya, and ALG
- Ensure a monthly update of the organizational chart and sharing with relevant stakeholders (SMT of the mission, Reg. Office)
- Develop/update HR templates digital/manual (recruitment tracker, onboarding and offboarding checklist and forms, recruitment request forms, exit clearance forms, contract request etc)
- Manage digital spaces like Share point (HR), MACH forms etc
- Provide training in Dynamics (HR Module) for HR focal person and relevant modules like Employee self-service to new joiners
Code of Conduct (this is a specific and contextualized assignment)
- Will support the Country Director in ensuring that the required CoC structure is in place at the country office.
- Coordinates with HQ and regional CoC focal person to seek technical inputs on the subject.
- Support the Country Director in managing the CoC structure in the country/operation.
About you
To be successful in this role we expect you to have a minimum of 3 years of working experience (officer and above) in Human Resources functions, preferably within an NGO. Moreover, we also expect the following:
Required
- Demonstrated understanding and working knowledge/experience of Human Resources Management principles, concepts & processes
- Ability to interpret and transform local labor laws in DRC internal policies.
- Experience in developing Human Resources strategies and policies, and driving implementation
- Experience using an online system for recruitment and ERP system
- Payroll management and experience in salary benchmarking exercise
- Experience and understanding of local labor laws and managing legal services
- BA in Human Resources, Management, Administration or a related subject
- Fluency in French and Tunisian languages is a must
- Working knowledge of English is mandatory
Desirable
- MA in a related subject is desired
