Reporting to: Country Director (CD)

Key Relationships/Interactions: All team members

Purpose:

To coordinate all Human Resources’ (HR) work and needs in line with Oxfam HR policies, system and practices. The HR Officer, together with the Country Director (CD), will manage and maintain the office HR system, design HR strategies and plans and HR operation processes and tools including – but not limited to -: recruitment processes, HR contracts management, safeguarding, performance review, HR online and off files, HR SuccessFactors online management tool, and others.

Job Purpose – Key Responsibilities and Accountabilities:

Technical –

  • Under the supervision of the CD, maintain, further develop and implement a quality HR operation system (strategies, processes and tools) in line with Oxfam policies and national laws and in accordance with the office needs.
  • Regularly analyze and ensure the office and HR system full compliance with national laws, e.g. labor law and tax registration, etc.
  • Work closely with all Managers to ensure all HR related processes, such as recruitment, performance review, capacity building, induction, etc. are in line with Oxfam policies and procedures.
  • Launch, support and monitor key HR processes such as recruitments, induction, capacity building, performance review, and others.
  • Coordinate the recruitment process: develop and update job description and advert, ensure efficient publication, receive and file applications, ensure effective shortlisting and selection processes, plan and facilitate interview schedules, participate in interview panels, support in developing job offers, etc. Ensure that appropriate reference checks and adequate document of all process.
  • Prepare, following the CD steer, in full collaboration with line managers all employment contracts and non-program-related consultancy agreements and ensure adequate documentation.
  • Keep all relevant managers updated on staff’s probationary periods and contract expiry dates. Ensure adequate probation assessment and timely contract renewal process.
  • Ensure exit interviews are carried out with all staff leaving Oxfam, undertake the analysis of information provided and present to SMT on a quarterly basis.
  • Coordinate and document staff capacity development and ensure fair contribution of opportunities and relevant resources.
  • Provide support and input to the regular review of the NSTC and Salary Scale, as requested and where needed.
  • Support in the development of new program’ HR structures and actively engage in advancing the CO structure and HR strategies.
  • Works in close collaboration with the Oxfam Novib HR team, the MENA regional HRBM and OI reward shared services team.
  • Where required, deliver internal sessions and workshops on HR policies and procedures for the staff.
  • Provide support and capacity building to partner organizations in the area of HR administration and HR management as required.

Leadership –

  • Update the CD on matters of national labor laws.
  • Pro-actively advise all managers and staff on Oxfam HR policies, conditions of employment, NSTC (national staff terms and conditions), safeguarding, performance management, learning and development, and ensure proper compliance and application.
  • Support the CD and SMT with safeguarding issues and/or employee relations’ cases including grievances, disciplinary procedures, performance issues, redundancies and dismissals.
  • Ensure having and disseminating the latest information on HR policies, conditions of employment, learning and development opportunities.
  • Keep up to date with learning opportunities within Oxfam as well as initiate contacts with (inter)national training institutes and where relevant, provide information managers and staff on L&D opportunities, including courses available on-line (E-learning), information on managing people in Oxfam.
  • Initiate and assist in organizing staff wellbeing activities, internal capacity development workshops, and retreats.
  • Assist in ensuring that minimum health and safety requirements are being adhered to.
  • Take part in any CO emergency task force, when required.
  • Actively attend in staff meetings.
  • Actively attend SMT meetings for specific HR updates, when requested.

HR Administration –

  • Manage, maintain and complete the required work on SuccessFactors ; the Oxfam online HR management tool.
  • Manage and maintain efficient HR filing system, staff lists and records, both electronically and in hard copy, with proper files for all personnel and consultants in accordance to HR policies and procedures.
  • Support the ‘Admin & Procurement Officer’ in the relocation of expat and none-national staff and/or visitors (search for accommodation, arrange security assessments, tracking of shipment of luggage, arrangements of visa etc.).
  • Responsible for the daily administration of staff, such as accepting reports of absence and recovery, sending leave alerts, announcing upcoming holidays, etc.
  • Support and ensure up-to-date and adequate staff leave records and time sheets.
  • Provide input for the preparation of the payroll on the staff monthly absence and leave.
  • Keep track of and distribute staff pay slips and tax and insurance certificates.
  • Ensure accurate administration of all staff benefits including medical benefits. And process medical claims, coordinate with the insurance company re staff claims reimbursements.

Critères d'éligibilité

  • A minimum of 5 years previous experience within HR and Operation in a national or international NGO.
  • • A university degree and/or solid direct relevant experience in HR.
  • Strong understanding of Local Labor law, contractual law, tax regulation, and their practical application within the workplace.
  • Strong personality with high level of integrity, tolerance and compassion.
  • Experience in handling employee absence, performance management, discipline and grievance issues and redundancy process.
  • Strong experience in managing recruitment processes from start to finish.
  • Excellent and skilled communicator with experience of delivering short workshops or training session.
  • Ability to produce clear written communication, with experience of drafting HR policy and non-standard contracts.
  • Track record of improving HR practices and operational procedures.
  • Good planning, time management, and organization skills.
  • Strong self-awareness and interpersonal skills.
  • Experience of working in a multicultural team environment with both national/international staff.
  • Ability to communicate in English, French and Arabic clearly, both verbally and in writing and with all levels of staff, including at a distance.
  • Good negation and persuasion skills; good listener; ability to influence and motivate others to achieve results, advice and support on human resource issues.
  • Able to remain calm under pressure and in challenging circumstances.
  • Ability to work effectively as a member of a team and respect responsibilities and obligations.
  • Skills in IT and numeracy for reporting and reward calculations.
  • Ability to demonstrate sensitivity to cultural differences and gender issues, as well as the commitment to equal opportunities.
  • Ability to demonstrate an openness and willingness to learn about the application of gender/gender mainstreaming, women’s rights, and diversity for all aspects of development work.
  • Commitment to Oxfam’s safeguarding policies to ensure all people who come into contact with Oxfam are as safe as possible.
