Project Background: 

The USAID Fiscal and Accounting System of Tunisia (FAST) Project supports the  Government of Tunisia (GoT) to improve public financial management. FAST  focuses specifically on enhancing and upgrading the government’s public financial  management information system (PFMIS) to increase the efficiency, transparency,  and predictability of public finances. The project strengthens the government’s  capacity to carry out fiscal, budgetary, and revenue collection mandates and advances  electronic services to optimize regulations, procedures, and authorizations that reduce  the cost and time burden on businesses, facilitate investment and trade, and promote  innovation. Finally, FAST works to strengthen communication between policy  makers and the public to build a common understanding of the constraints to—and  opportunities for—economic expansion. 

Purpose: 

The Human Resources Officer will provide support to the Office Manager ensuring  project personnel are recruited and onboarded efficiently. S/he will also ensure  compliance with HR and recruitment policies and procedures. 

Responsibilities and Key Tasks: 

  • Coordinate human resources operations on the project, including recruitment,  employee on‐boarding, staff orientation, performance reviews, in compliance  with donor rules and regulations, DAI policies, and local labor laws under the  supervision of the Office Manager. 
  • Work closely under the supervision of the Office manager on recruitment and  the hiring process including the advertising of vacancies, longlisting of  resumes, scheduling interviews, collection of required documents, reference  checks, and salary history verification.  
  • Coordinate the preparation of employment agreements for staff.
  •  Ensure personnel files are stored in TAMIS & Share-point for all long-term  and short-term project staff. 
  • Ensure good follow up with the health insurance company and all staff by  collecting claims and treating reclamation. 
  • Coordinate with the accountant on the preparation of the payroll data and the  Monthly timesheets. 
  • Work on updating HR Reports (recruitment, leaves tracker, attendances ….).
  • Other tasks as assigned. 

Qualifications:  

  • At least 4 years of professional experience, including progressively  responsible experience in Human Resources. 
  • Bachelor’s degree (or equivalent) in related field of study. 
  • Working knowledge of local laws related to labor, personnel management,  inventory management, and compliance. 
  • Knowledge of donor rules and regulations preferred. 
  • Experience with USAID projects preferred. Experience with international  donor-funded projects also an advantage.  
  • High ethical standards and ability to handle sensitive and confidential  matters. 
  • Experience and familiarity with DAI systems and procedures preferred.
  • Oral and written fluency in English, French and Arabic is required.
