BASE: Tunis, Tunisia

START DATE:  1St of January 2025

DURATION: 1 year with possible extension

BBC Media Action is the BBC’s international development charity. We use media and communications to help reduce poverty, address development goals, and support people to understand their rights. We do this through partnering with media, civil society, and others to produce creative programmes and other outputs which inform and engage audiences on key development issues. We also strengthen the media sector through building professional capacity and infrastructure of local media organisations in the countries in which we work.

 

Our North Africa operations are based in Tunis. From here we deliver a portfolio of media projects, and work to ensure they are delivered on time, to the highest possible standard, and in accordance with BBC editorial values and BBC Media Action best practice. 

 

Overall Purpose of Job

 

The HR Officer at our North Africa office will be responsible for managing a range of HR activities including recruitment, employee relations, HR policies and procedures, performance monitoring, training and development, compliance with labour law and organisational policies and providing solutions to a wide spectrum of complex HR issues. The role will collaborate with the global and local teams to ensure effective implementation of HR practices and maintain a positive work environment that aligns with BBC Media Action’s values. 

 

Main duties and accountabilities:

  1. Support the Head of Finance and Operations in the implementation of HR strategies in compliance with the BBC Media Action policies and the local labour law. 
  2. Process employees’ queries and respond in a timely manner.
  3. Maintain and update the staff details, the personnel files, the organogram, the leave and attendance records, trainings’ records and other HR databases.
  4. Support the operations team in the preparation and the collection of the monthly timesheets.
  5. Support the Country Director in recognising staff’s concerns and needs and provide opportunities and solutions to optimise operational efficiencies.
  6. Administer and manage recruitment processes including drafting job descriptions, vacancy announcements, screening applications, coordinating the interview process, facilitate pre-employment checks, and onboarding.
  7. Ensure hiring process is fair and unbiased, ensure it’s efficient and make sure the North Africa office gets the best talent.
  8. Conduct the induction to help integrate new employees into their role and working environment. 
  9. Liaise with the Ministry of Employment to arrange the employment permit for foreign staff members and then provide support to get the residence.
  10. Maintain accurate Next of Kin details, updated phone tree and contingency plans in case of emergencies.
  11. Arrange visas, provide support for the risk assessment document, prepare invitation letters, and oversee other logistics as per the projects’ requirements.  
  12. Ensure compliance of the staff handbook and of HR practices with the prevalent local labour laws and regulations. 
  13. Maintain confidentiality of personal information at all times and ensure the office is compliant with the UK’s GDPR data protection act.
  14. Support the Senior Management Team in promoting equality and diversity in the organisation.
  15. Support managers with MyConversation (Staff annual review). 
  16. Manage and administer staff contracts, extension letters, end of probation letter and end of employment letters.
  17. Other duties as assigned by line manager. 

 

Required skills, knowledge and experience:

  1. A bachelor’s degree in HR, Business Administration, or a related major 
  2. Minimum two years’ experience in HR operations.
  3. Good level of HR processes knowledge is essential / may demonstrate proficiency in an area of HR specialism (recruitment, payroll, etc) with an in-depth knowledge of the Tunisian Labour Law and HR regulations.
  4. Understands how to handle, resolve, and escalate enquiries; passes on information promptly.
  5. A flexible, willing, and pragmatic approach to provide assistance within the wider operational environment.
  6. Demonstrated ability to work in a diverse environment  
  7. Excellent interpersonal and communication skills with positive and professional attitude. 
  8. Good command of English and French 
  9. Sound knowledge on computer (MS Word, Excel, and Power Point).
  10. Ability to deal maturely and tactfully with confidential material.
  11. Personal resilience and clear thinking to manage challenging and sensitive situations.

Desirable skills, knowledge and experience: 

  1. Experience of working with international teams in an INGO.
  2. Familiar with the North Africa context.
  3. Experience of working in Media and/or Media development field.
  4. Ability to multi-task and manage time effectively.

BBC Media Action has zero tolerance of all forms of abuse and exploitation of vulnerable people. The role may involve managing staff who have direct contact with children and adults at risk of harm. Informal contact with children and vulnerable adults is likely, including when not at work.
