Type of appointment: Fixed-term Contract
Contract duration: 1 year (with possibility of renewal)
Work schedule: Full-time (40 hours per week)

Reports to: Director, Oxfam in North Africa

JOB PURPOSE
The ‘people and culture’ area of Oxfam’s work is fundamental to the transformative change that we seek within Oxfam in North Africa as elsewhere. The Human Resources Manager (People and Culture) is an experienced strategic and hands-on leader that facilitates and ensures the development of a highly effective and strategic people-oriented systems, structure, talents and culture to deliver on its objectives across the sub-region.
The HRM (PCM) is line managed by the Oxfam in NA Director, who leads the NA Senior Management team (SMT). The HRM (PCM) is a member of the NA SMT, which is responsible for ensuring and guarding the Oxfam vision, mission and strategic direction, and the Oxfam policies and overall compliance, internal and external, as well as overseeing, leading and supporting the implementation, the team and partners. The HRM is the key role responsible for all Oxfam people related matters, together with the NA Director.
TEAM PURPOSE
The People and Culture team (PCT) under the leadership of the HRM is responsible for guiding and supporting the NA leadership and team to embed integrity, culture of diversity and inclusion, well-being and safeguarding within all our work, internally and externally
The P&C team is an integral part of the NA structure that ensures and sustains a focused and advancing organizational development and of quality human resource strategic direction, management systems and services. A proactive and hands-on team that systematically engages, supports, mentors and monitors the implementation of all people and culture related policies and obligations, through solution-oriented and risks preventions and mitigations approaches. The P&C team works and supports all staff working across the NA subregion and engages and coordinates closely with Oxfam International and related Oxfam Executive Affiliate/s relevant departments and colleagues.
Other Key Stakeholders:
- Internal stakeholders: MENA HRBP, and Oxfam Executing Affiliate (EA) HR
- External stakeholders: Country legal advisors, Government labor agencies (if needed), service providers for staff development and support.
This position has three broad goal areas:
- To maintain and advance the NA Human Resources vision, steer, systems and action plan, in alignment with the Oxfam values, principles, policies and financial obligations, as well as with the National laws and regulations, and to ensure their sufficient effective, consistent and compliant implementation and documentation by the team. This also includes directly engaging with, supporting and guiding the NA team to ensure their sufficient understanding of Oxfam Code of Conduct, HR goals and policies, values and principes, procedures and working approaches on people and culture issues.
- To advance and further develop and promote the NA team and constantly seek to ensure healthy, fair, productive, safe and pleasant working environment and culture that allows the team and our work to advance and thrive.
- To directly lead on the sufficient management and closure of any arising staff disputes and/or conflicts. And to oversee, monitor and mentor the NA PSEAH, Child Safeguarding, Sexual Misconduct and Harassment strategic plan implementation as well as support in managing cases as and when needed, together with other related parties.
KEY RESPONSIBILITIES
- Strategic HR Leadership
- Serve as a trusted People & Culture manager within the Senior Management Team (SMT), influencing strategic decisions and organizational change processes.
- Translate Oxfam’s core values and feminist principles into actionable policies and practices, particularly in employee relations and team management.
- Lead the development and implementation of HR policies, including recruitment, remuneration, and staff well-being, ensuring alignment with local laws and Oxfam’s global strategies.
- Talent Management and Development
- Oversee recruitment, onboarding, and capacity building for staff across the sub-region, collaborating closely with relevant team members and stakeholders.
- Conduct talent mapping to identify high-potential employees and coordinate resources for capacity development.
- Promote a culture of continuous learning and performance management using Oxfam’s ‘Let’s Talk’ framework, ensuring staff are held accountable, receive feedback, and are recognized for their contributions.
- Support managers in coaching and developing their teams to optimize potential and meet Oxfam’s objectives.
- Organizational Development and Culture
- Foster a healthy, inclusive, and productive work environment by advancing Oxfam’s commitment to diversity, equity, and inclusion.
- Lead initiatives to enhance organizational culture, including joint activities across NA countries to strengthen team cohesion and a shared sense of belonging.
- Support change management processes within the NA cluster, collaborating with colleagues from the MENA region and global affiliates to ensure effective implementation aligned with Oxfam’s values.
- Compliance and Risk Management
- Ensure adherence to local labor laws, donor requirements, and Oxfam’s internal policies, providing direct support for risk prevention and mitigation.
- Lead conflict resolution and oversee the management of safeguarding issues, including PSEAH (Prevention of Sexual Exploitation, Abuse, and Harassment) and child protection, in coordination with other relevant parties.
- Monitor external legal and administrative changes, adapting HR policies and practices as needed to maintain compliance and mitigate risks.
- Engagement and Coordination
- Build strong networks with peer INGOs in the region to stay informed of best practices and potential collaborative initiatives.
- Represent the sub-region’s needs and context within the MENA People & Culture team, contributing to regional and global HR discussions.
- Coordinate closely with Oxfam International and relevant Executive Affiliates to align on shared HR policies, procedures, and tools.
WHO ARE WE LOOKING FOR?
We are seeking an experienced and dynamic Human Resources professional with:

- Degree in Human Resources or related field with a minimum of 10 years of solid work experience in HR related position including at senior level.
- OR at least 15 years of proven professional solid experience, preferably in similar organizations (non-profit sector), and contexts (ideally in North Africa, or the Middle East), with in-depth understanding of and experience in managing people and structures.
- Proven expertise in organizational development, change management, compliance, and capacity building.
- Proven experience is understanding and managing compliance, designing and developing HR operational systems, processes and procedures.
- Strong experience in risk management, conflict resolution, and safeguarding, including PSEAH and child protection.
- Proven experience in staff mentoring and monitoring and capacity building.
- Excellent interpersonal, communication, facilitation and negotiation skills, with the ability to influence and engage senior leaders.
- Fluency in Arabic and French, or Arabic and English.
Desirable:
