- BACKGROUND
The purpose of the USAID-funded Jobs, Opportunities & Business Success project (JOBS) is to create jobs in Tunisia on a sustainable basis by (1) providing targeted assistance to Tunisian businesses, especially SMEs, to expand their sales and/or exports enabling them to expand and hire additional workers; (2) enhance work force development by reducing the education/training gap between what the university and vocational training systems provide and the actual needs of Tunisian businesses; (3) promote a more effective business enabling environment by working with the public and private sectors to promote policy and regulatory reforms; and, (4) communicate to Tunisians, especially youth, a sense of the importance of market-led economic growth and entrepreneurship, as well as vocational education as an apt career choice.
JOBS also aspires to have project stakeholders and Tunisians at large understand and be aware of USAID’s contribution to these objectives through the JOBS project.
- POSITION DESCRIPTION AND PRINCIPAL DUTIES
The Human Resources (HR) Assistant supports the HR Manager of Tunisia JOBS Project on the HR related activities for a staff of close to 100 people by supporting on the recruitment process, employee relations, policy implementation, health care management, timesheets management, keeping employees’ files updated & support on any HR related initiatives to comply with both regulatory requirements and Chemonics’ policies and procedures. Given the sensitive nature of HR matters, the HR Assistant must maintain the highest level of confidentiality and professionalism.
As Human Resources Assistant for the Tunisia JOBS Project, the employee is responsible for the following principal duties and responsibilities:
- Timesheets
- Timesheets management & follow up
- Ensure that all staff members create, update & fill their timesheets properly & submit it on time • Ensure that staff members mark their leave properly & choose the appropriate pay type on their timesheets
- Work on fixing the timesheets issues whenever is encountered.
- Health Care Insurance
- Insurance Management of Chemonics staffing (Tunisia JOBS) by liaising with employees to fill
their membership requests & inform insurance of any changes
- Collect the reimbursement forms and submit it to the insurance company
- Follow-up on payments status & manage the claims
- Act as the focal point with the insurance company on any health care insurance related
- Digital systems
- Assist on working on the digital systems to provide and keep all needed access to LT and ST staff and subcontractors
- Keep the data updated on the systems (D365, Smartsheet, SharePoint, etc.)
- Administrative tasks
- Keep track of employee information
- Maintain complete and accurate files on employees, including but not limited to recruitment and onboarding documentation, annual performance evaluations, separation documents, etc.
- Recruitment & Onboarding
- Support the HR Manager on the full cycle of recruitment process whenever is needed in compliance with established procedures and regulations, including assisting in placing advertisements, assist in scheduling interviews, collection of resumes, assist in interviews & reference checks…
- Assist in ensuring successful execution of onboarding process for new staff, including new hire paperwork and new hire orientation.
- Work with candidates to complete biodata forms, including collecting all relevant back-up material,
- Other Duties
- Perform similar other duties as required as assigned to achieve the project’s goals and objectives.
- LEVEL OF EFFORT AND PERIOD OF PERFORMANCE
This position is long-term, on a full-time basis.
- LOCATION OF THE ASSIGNMENT
The assignment will be in Tunis.
- SUPERVISION AND REPORTING
The HR Assistant will report to the Tunisia JOBS HR Manager
- QUALIFICATIONS
- At least 2 years of professional experience in HR
- Bachelor’s degree (or equivalent) in related field of study
- Excellent verbal and written communication skills
- Excellent interpersonal and organizational skills.
- High level of integrity, confidentiality & team spirit
- Attention to details, high degree of accuracy and thoroughness and monitor own or others work to ensure quality
- Strong problem solving and conciliatory skills
- Experience with USAID projects preferred. Experience with international donor-funded projects also an advantage
- Oral and written fluency in English. French and Arabic experience preferred
