Job Summary
Democracy International is seeking to hire a Human Resources Officer for its USAID-supported, Civil Society Activity (CSA). With the support and under the supervision of the Human Resources Manager, the Human Resources Officer will ensure that all daily human resources activities and administrative tasks are completed and documented as needed.
The Civil Society Activity aims to empower Tunisian citizens to act and advocate for specific issues and effect change at the local, regional, and national level in advancing Tunisia’s development and build the legitimacy and sustainability of the civil society sector.
Responsibilities
- Assist in the development of office HR systems, policies, and procedures, and ensure they are monitored and updated, and compliant with local laws, Democracy International policies, and USAID standards.
- Support staff with all HR needs including benefits administration, leave scheduling, timesheets, etc.
- Maintain annual and sick leave records and prepare reports/correspondence relative to the work.
- Provide oversight related to the updating of personnel files and other related HR documents including employment agreements, amendments, and time sheets.
- Assist in the administration of benefits in compliance with the local requirements and ensure that employees are enrolled in all applicable benefit plans with appropriate documentation.
- Assist in the development and integration/orientation of new project employees and ensure that all programs and operations staff are informed of the new hire start date and related details.
- Ensure that personnel files are maintained and appropriately stored on SharePoint for each employee.
- Prepare HR related orders as requested by HR Manager.
- Support the CSA field office in Tunis, as well as regional field offices/regional coordinators in HR administration as needed.
- Support sourcing and hiring of local resources, including local staff, consultants, and, in coordination with the Procurement team, other support services as needed.
- Ensure all staff follow all DI’s HR policies and the DI Code of Ethics and Conduct.
- Assist with admin-related requests for project staff.
- Provide information as required by Compliance Officers/Auditors during audits.
- Coordinate the performance evaluation process.
- Receive and log various grievances or complaints from employees.
- Assist in other HR and administrative tasks, as requested by the HR Manager.
Required Qualifications, Skills, & Experience
- Bachelor’s degree or its international equivalent in human resources, business, or a related field
- Additional HR education and certification will be a plus
- Minimum of 3 years of experience as an HR Officer or similar HR role required.
- Excellent knowledge of various HR functions such as pay & benefits, recruitment, staff onboarding, evaluation, training & development, etc. required.
- Good understanding of labor laws
- Outstanding organizational and time-management skills
- Knowledge of the principles of office management including organization, workflow, forms, supplies, equipment, and procedures relating to filing, record keeping, correspondence, mail.
- Excellent communication and interpersonal skills
- Problem-solver
- Strong ethical standards
- Basic to intermediate level of English proficiency strongly preferred, Arabic fluency required.
Reporting Requirements
The HR Officer will report to the HR Manager and the Operations Director, as needed.
