POSITION DESCRIPTION
Position Title: HR Officer
Position Classification: Fixed Term – (Full Time), Tunisian, and CCN, and will be based in Tunis, Tunisia.
Project Overview: The Power Tunisia activity seeks to advance self-reliance in Tunisia by strengthening the country’s institutional capacity to manage, operate, and maintain a modern, diversified and financially sound electricity system. The activity has three core objectives:
- Strengthening the energy sector’s performance
- Diversifying and securing energy supply
- Promoting advanced technology pilots and partnerships
Position Overview: In coordination with the Director of Finance, Administration and Compliance (DFAC), the HR Officer is responsible for providing human resources support for the field staff of a Power Tunisia project. This includes coordinating with the Deloitte Home Office on recruitment, staffing, training of the field staff, and ensuring compliance with Deloitte policies and guidelines regarding staff recruitment and personnel files management. The HR Officer will work closely with the project team to monitor and advance a range of personnel issues, including providing guidance to employees on questions and matters related to the human resources as appropriate.
Detailed Responsibilities: The HR Officer shall perform the following general functions:
- Support the development and implementation of HR initiatives and systems; providing counseling on policies and procedures; being actively involved in recruitment by preparing job descriptions, posting ads, and managing the hiring process;
- Coordinate and provide orientation for new personnel with respect to the administrative process and procedures; Serve as the point of contact and information concerning staffing issues;
- Coordinate, assemble and finalize correspondence such as action memos, procurement documents, and all memoranda related to management, on-boarding/off-boarding, and recruitment of Power Tunisia field staff, and tracking and reporting on staffing issues;
- Maintain local staff medical insurance, reviewing all coverage and making recommendations as appropriate;
- Manage employee records in the internal systems and ensure appropriate/compliant use of this information;
- Assist in collecting and sharing relevant information concerning USAID and Deloitte guidelines, policies and regulations, particularly as they related to human resources and related issues;
- Other duties as assigned.
Supervisor and Reporting Responsibilities: For all routine responsibilities and duties, either directly or indirectly related to the Position description, the Employee shall report directly to, and be supervised by the position of DFAC. The Employee’s Supervisor may change from time to time on an ad hoc or temporary basis depending on the needs of the Project.
Qualifications:
- Minimum Years of Relevant Experience: 3-5 Years
- Minimum Degree Required: Bachelor’s degree in business administration, or another relevant field
- Experience in human resource management, including related to staff recruitment, hiring, onboarding, personnel performance management, and offboarding
- Experience organizing and managing systems, processes, communications, documents, and data related to human resources on an international project
- Previous experience in a HR position and understanding of Tunisian labor laws and disciplinary procedures
- Attention to detail, ability to work across multiple cross-functional teams including the Technical team, Finance team, Deloitte Home office, and Deloitte GPS Subcontracting teams
- Self-motivated with excellent time management and communications skills
- Proficient in Microsoft Office Suite
- Demonstrated organizational management skills required to track staff movements, activities, reports, data and ensure complete and accurate record management
- Prior experience on USAID or donor-funded projects (preferred)
- Professional fluency in English, French, and Arabic required (both verbal and written)
