ABOUT THE ILF

Established in 2001, the ILF is a leading global advocate for the right to counsel. Our mission is to make justice a reality for poor people by fighting to guarantee high-quality legal representation for everyone arrested or detained. Around the world, we provide criminal defense services and build sustainable, effective legal aid institutions.  

 

Headquartered in New York, the ILF has current programs in Afghanistan, Indonesia, Myanmar, Nepal, Palestine, and Tunisia. We work with ministries of justice, bar associations, lawyers, prosecutors, and police to expand access to justice for vulnerable people. By bringing international criminal defense experts together with local lawyers to provide professional mentorship and exchange, the ILF is raising up a new generation of public defenders. Our work prevents torture and mistreatment, promotes alternatives to detention, encourages positive youth development, and builds fair and credible institutions. 

 

The goal of the ILF’s program in Tunisia is to mentor Tunisian lawyers to provide quality, effective criminal defense services to poor people charged with crimes. The ILF has two offices in Tunisia, in Tunis, and Kairouin, as well as two consultants in Kasserine.  The ILF is seeking a full-time HRand Operations Administrator to manage human resources and operations for all three location and serve as backup for the Finance Administrator.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES 

This is an entry level position for a mature, confident, self-starter who is willing to learn and is able to communicate effectively with a variety of people. The ILF manages several grant projects simultaneously, and has 3 locations with a team of lawyers and program support staff of over 10 people across the offices.  This position works to ensure that operations across offices and grants are running smoothly. Specific responsibilities for this position include the following:

 

Operations

  • Ensure that the offices are functioning properly; working with the landlord and others on potential office issues such as facilities management, cleaning services; etc.
  • Set up meetings; this could entail looking for venues, inviting participants; purchasing food and supplies for meetings and attending meetings to provide operational support to the program team along with the Translator and Paralegals
  • Arrange bi-weekly staff meetings for ILF Tunisia staff
  • Serve as Tunisia point person for Procurement, IT and Security
  • Ensure that equipment is working properly; and if needed, getting items to be repaired
  • Manage the procurement process, insuring proper purchase and management of supplies and equipment as well as following the ILF RFP process
  • Make travel and lodging arrangements as needed
  • Support International Fellows and ILF headquarters staff when in Tunisia
  • Stay abreast of all Tunisian laws and registration requirements that may impact the ILF
  • Troubleshoot office issues as they arise

 

Human Resources 

  • Maintain  personnel records such as contracts, time off accruals and balances, and other documentation
  • Oversee the recruitment process for any new or replacement positions for ILF Tunisia, including posting positions, screening resumes, arranging interviews, checking references and other recruitment steps
  • Ensure ILF procedures and documentation is followed for annual performance reviews, salary changes and any new positions
  • Train new staff on ILF policies and procedures, and provide annual refresher trainings for all staff.  Serve as first point of contact for Tunisia staff regarding policies and procedures.
  • Ensure policies in the Employee Manual and other policy documents are being followed by all staff
  • Manage employee performance and employee relations issues, in concert with the NY HR DIrector, Country Director, Program Director and Legal Director
  • Stay abreast of Tunisian labor laws as they impact our employees, consultants, etc.
  • Work closely with ILF headquarters in preparing contracts, and other HR documents
  • Communicate clearly with the ILF-Tunisia team about all issues related to office policies and help to maintain a healthy and respectable office environment

 

Finance Tasks

  • Check timesheets; ensure they are correct & signed before forwarding to the Financial Reporting Officer in Charge. Keep copies of timesheets for audit purposes
  • Track time off for all staff and provide monthly reports to the Financial Reporting Officer in Charge
  • Assists the Financial Reporting Officer in Charge:  gathering receipts, preparing disbursements, checking reimbursements
  • Assists with budgeting
  • Assists with reporting

  • Experience in Finance or Human Resources a plus
  • Strong communication skills
  • Familiar with Microsoft Office (Excel, Word…)
