StS Project goal is to train young people and to re-qualify unemployed people through entrepreneurial initiatives. A team of both international and local experts, in particular in the fields of education and economy, are jointly working in the newly established institution and offer training that is tailored to the actual needs of the productive sectors, in close cooperation with existing institutions and the local authorities. The project is initiated and sponsored by OMV and implemented by Hilfswerk Austria International (HWA).

The predominant and essential function of the job is to serve as a local expert in a particular economic development. Such positions are responsible for highly complex assignments that have considerable impact and are one-of-a-kind-within Skills to Succeed.

The LEDE will work under the supervision of the International Economic Development Expert. Responsibilities and duties of the LEDE will include, but are not limited to, the following:

• Evaluates, identifies, and promotes model community and business economic development or workforce development projects.
• Meets with private sector, banking, and investment communities to explain, promote and facilitate the use of Tunisian development finance tools.
• Formulates procedures, policies, and guidelines for assigned economic/community or workforce development programs
• Provides technical economic development assistance to businesses, business organizations, and community groups
• Analyse and implement economic development marketing concepts
• Serves as a liaison to local units of government / public administrations, employment offices, and private sector organizations and development groups on a broad range of economic development activities.
• Conducts workshops and makes presentations to local economic development groups to assist them in designing and implementing programs to facilitate business development and to promote business opportunities.
• Coaches and train entrepreneurs and community members involved in business projects making sure of the sustainability and viability of the projects
• Develop monitoring and evaluation tools and processes for the entrepreneurial projects
• Provide technical support to local team and consultants to strengthen their monitoring and evaluation systems and update as necessary Monitoring and Evaluation plans, consistent with Skills to Succeed framework, in consultation with the International ED expert
• Strengthen systems and tools, and training materials and other implementing personnel
• Facilitate review of progress on a quarterly basis and ensure problem solving through remedial actions
• Ensure any disparities between planned and actual outputs are addressed
• Assist StS in the identification of potential implementation problems and bottlenecks and recommend appropriate strategies to address them and prepare quarterly and annual programmatic progress updates on the project.
