Job Description

Position: Health Safety Security and Access Technical Assistant

Grade: 4

Reports to: HSSA Manager

Supervision of: N/A

Duty station: Tunis

Travel: 20 %

Duration and type of contract: 12 months – fixed

  • Role and responsibilities

The purpose of the Safety Technical Assistant position is to ensure that NRC minimum operating security standards and procedures are implemented in the Country office, in coordination with the Health Safety, Security & Access Manager. The Security Technical Assistant will provide regular security- related updates to NRC management and staff including international staff and visitors, as well as carry out day-to- day security related tasks. The security Technical Assistant will be reporting to the HSSA Manager.

Generic responsibilities (max 10)

These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong in the Work- and Professional Development Plan.

  1. Contribute to regular security and risk assessments to identify safety and security and Access needs
  2. Support the training of staff in safety and security and provide regular briefings and updates
  3. Immediately report all breaches of safety and security procedures and all threats to NRC staff,

beneficiaries, activities or assets

  1. Support the facilitation staff hibernation, relocation & evacuation in emergency situations
  2. Liaise with UN agencies, NGOs and other external actors to gain security information
  3. Ensure vehicle and staff movements are monitored according to procedures and that necessary

Safety and security equipment are available and in good condition

 

Specific responsibilities

These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly.

  1. Provide regular security related update to HSSA Manager and Country Office staff;
  2. Support the HSSA Manager to conduct regular security and risk assessments to identify safety and security needs;
  3. Support teams to provide regular briefings and updates as necessary
  4. Ensure Minimum Operational Infrastructure Standards (MOISS) for all organizational infrastructures and rented vehicles in Tunisia; Collaborating with Support Functions for the purchase and installation of MOISS equipment/standards
  5. Support the HSSA Manager in upholding Minimum Operational Safety Standards (MOSS) for the Tunis Country Office;
  6. Maintaining an updated Communication Tree for the Country Office and the Filing Tree on Office 365
  7. Proactively contact members of his/her information network to collect information on security in order to provide advice to the HSSA Manager on day to day security issues;
  8. Immediately report safety and security procedures and all threats to NRC staff, beneficiaries, activities or assets.
  9. Support on liaising with local authorities such as police, municipalities, and government offices as required.
  10. Alert HSSA Manager to important events, from monitoring local and international news and social media in English, French and local languages.
  11. Maintain a close vigilance on the local political and economic situation in the region and provide updates on regular basis

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

  1. HSSA Manager 
  2. Logistics Officers/Assistants 
  3. Tunis Country Office staff
  4. International Staff and visitors
  • Competencies

Competencies are important in order for the employee and the organization to deliver desired results. They are relevant for all staff and are divided into the following two categories:

These are skills, knowledge and experience that are important for effective performance.

Generic professional competencies for this position:

  • Experience from working as a Security Assistant in a humanitarian/recovery context
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Fluency in English & Arabic; French is an added advantage

Context related skills, knowledge and experience (shall be adapted to the specific position):

  • A university degree or equivalent qualification with minimum (1) one year experience in similar role in a humanitarian/recovery context, INGO or other international organization.
  • Ideally, the candidate should be able to use Microsoft Word, Excel, and PowerPoint.
  • S/he should have a keen sense of compliance with policy and procedure.
  • Empowering and building trust and communicating with impact and respect.
  • Fluency in spoken and written in English and Arabic is a must.
  • Knowledge of humanitarian principles and code of conduct is essential.
  • Behavioral competencies (max 6)
