Tunisia is a partner country of German development cooperation. Since 1975, the Deutsche  Gesellschaft für Internationale Zusammenarbeit – GIZ – is present in Tunisia. On behalf of different  German federal ministries GIZ executes projects in the framework of the German Tunisian technical  cooperation. Since 2011, GIZ also executes projects in Libya. Due to the security situation in Libya, the  projects are implemented in remote management from Tunis.  

With the goal of strengthening its team, the project “Strengthening the Health System and  Pandemic Response in Libya” is looking for a Health Education Advisor to be based in Tunis. 

As an Advisor for the continuing education and training of health professionals under the project  “Strengthening the Health System and Pandemic Response in Libya”, you will work closely with our  Libyan team, which cooperates with the Ministry of Health, the Ministry of Higher Education, and the  Ministry of Technical and Vocational Education (TVE), along with affiliated universities and TVET  institutions. The goal is to strengthen the health system through targeted capacity development of the  health workforce. 

This includes supporting the qualification and continuous professional development of health  professionals—particularly midwives and nurses, as well as physicians working in emergency obstetric  care in hospitals. 

You will contribute to the development of teaching methodologies and training modules based on  national and international standards, facilitate training for teaching staff in the health sector, and  support the development and piloting of a digital hospital information system to improve data collection  and usage in seven hospitals. 

In addition, you will support higher education and TVET institutions in promoting operational research  and fostering regional collaboration between Libya, the Maghreb region, and Germany to ensure  effective implementation of capacity-building measures. 

Responsibilities 

  • Provide technical and content leadership for Output 2: Strengthening the capacities of  selected educational institutions to deliver practice-oriented and gender-sensitive training in  selected health professions in accordance with international quality standards; 
  • Lead Output 4: Establishing higher education partnerships, practice networks, and knowledge sharing platforms at national, regional, and international levels, and support their  implementation; 
  • Design and implement thematic events, workshops, and knowledge management initiatives. Monitor progress of all relevant outputs and ensure the application of results-based monitoring  (RBM) methods; 
  • Maintain and strengthen cooperation with key stakeholders, commissioning parties, and  implementing partners; 
  • Contribute to the development of knowledge products, presentations, and publications related  to the project’s objectives; 
  • Support the recruitment, onboarding, and coordination of national and international  consultants; 
  • Assist with results-oriented reporting to the commissioning party; 
  • Support the financial and administrative execution of the project in accordance with GIZ  procedures.

  1. Required qualifications, competences, and experience 

Qualifications 

  • University degree in pedagogy, vocational and business education, digital education, e learning, instructional design, or a comparable field; experience or knowledge of the health  sector is an asset 

Professional experience 

  • Several years of relevant professional experience in adult education, particularly in didactics,  curriculum development, and lifelong learning processes 
  • Proven experience with Capacity WORKS and in drafting technical contracts Familiarity with curriculum development, quality assurance, and accreditation procedures— preferably in the health sector 

Other knowledge, additional competences 

  • Strong advisory and facilitation skills, political awareness, and the ability to address gender related topics with sensitivity 
  • Experience in RBM (results-based monitoring) and reporting 
  • High levels of initiative, team spirit, reliability, diplomatic tact, and intercultural competence Professional experience in the MENA region or in fragile contexts is a distinct advantage Excellent command of English; knowledge of Arabic and German is an asset 

Additional Information 

  • This position is classified under salary band 4 and is suitable for both full-time and part-time  employment. The project is managed remotely from Tunis. Willingness to travel regularly to  Libya is required. 

Start of contract : As soon as possible  

Place of contract: Tunis / Tunisia 

Type of contract : fixed-term national employment contract
