Islamic Relief Tunisia started its operation in 2011 with assistance to more than 15,000 Refugees residing in camps in both Medenine and Tataouine governorates in partnership with UNHCR. During the emergency period, a total of £4,103,848 have been mobilized. After registering its office in 2012, Islamic Relief has implemented several projects targeting different sectors (Health, food security and education sectors as well as supporting capacity building of local associations). Similar operations continued in 2013-2014 with a portfolio of $ 670,299 mobilized. In 2012, through a local partner, IRT distributed around 20,000 school bags to children of the most vulnerable families since 236 schools within 14 governorates all over Tunisia. IRT has implemented some health projects through the distribution of hospital beds, provision of sterilization unit and medical equipment within 4 governorates. In 2013 and in cooperation with the Ministry of Education, Islamic Relief Tunisia has implemented a school feeding program to a rural primary school in Tataouine governorate in southern Tunisia by which 278 students have benefited from daily snacks for 4 months.
Furthermore, in 2014-2015, IRT worked to support livelihood interventions in Kebili by building the capacities of small farmers and financing some income generation activities for young boys and girls who need also skills based vocational trainings and tool kits support to mobilize them in self-employment. IRT conducts yearly seasonal projects related to Ramadan and Qurbani, emergency floods response project and winter campaigns in 2015 and 2016 in the North West. Currently, IR Tunisia runs 3 projects related to Education, namely My education, My hope (2M$) funded by Bill & Melinda Gates Foundation and ROTA targeting 14 schools and 14 libraries and Assistance to refugees, asylum seekers project implemented in partnership with UNHCR in the South East. Two project funded by IR USA namely Drop of Hope (1M$) 100 schools in 9 governorates in the North West and South East, You Matter To Me (296,000 Euros) supporting orphans and widows in Medenine and Tataouine funded by IR USA have been completed in 2016. A total of 25 staff are currently working with IRT supported by volunteers that can be mobilized in coordination with Labor Office and used to support projects implementation. IR Tunisia has it ‘s main office in Tunis, the capital that coordinates operations in the North West and another office in Medenine that coordinates its operations in the South East.
KEY RESPONSIBILITIES:
• Be Responsible for IRT database and updating it in regular bases and avoid duplications
• Update all projects on the On-Track system quarterly
• Monitor the projects expenditure and follow up with finance, budget holders, and program manager to avoid overspend/underspend on the projects’ and avoid delays in implementation and asking for extensions
• Develop Monitoring and Evaluation (M&E) system to be used for all IRT projects and programs, ensuring consistency with the overall Islamic Relief-Headquarters monitoring and evaluation policy and framework and including standards developed by key international NGOs and donors.
• Develop M&E plan for all projects proposals in coordination with programs department for any new proposal submitted to the donor.
• Update IHSAN and work with all departments in IHSAN action plan to be updated on due time
• Provide leadership and coordination in the designing, documentation, monitoring, and evaluation of IRT new and ongoing projects activities for the purpose of meeting the relevant standards of all related stakeholders.
• Participate in the dissemination of monitoring and evaluation results and feedback into planning of future projects and programs, including the preparation of special reports and lessons learned materials.
• Follow up with programme to develop data base line for projects’ proposals
• Produce M&E reports for all IRT funded projects
• Update CHS action plan.
• Conduct pre- and post-project’s evaluation per the agreed project plan.
• Develops tools and formats for planning, monitoring and evaluation (in close cooperation with the relevant Department at HQ) and supports program staff and local partners in application of these tools;
• Monitor program implementation and measures program effectiveness; and ensure quality implementation of the projects as per the donors’ guidelines, project proposals, budget and signed SLAs.
• Keep the Program’s data base up dated with information regarding results obtained, specifically on input and outputs as they affect the target group, paying special interest to gender related information;
• Update the beneficiaries’ data and verification including orphans
• Maintain complaints register for all complaints received
• Maintain learning log for all projects implemented
• Responsible for Risk Management (JCAD)
• Receive and review the Monthly reports from programme.
• Follow up of IRT business plan implementation
• Follow up on external and internal audits reports
• Conduct monitoring and evaluation field visits to IRT projects and distributions.
Required Qualification:
– Bachelor degree from an accredited University and preferably Master’s degree in MEAL, Community Development, Organizational Development (OD) or Management.
– Minimum five years of experience increasingly responsible experience in projects management, monitoring and evaluation preferably in international NGOs.
– Excellent written and verbal communications skills.
– Proficient with Word and Excel.
– Positive and energetic attitude with “can do” mentality and willingness to perform highly demanding as well as menial tasks with equal zeal and enthusiasm.
Technical knowledge Skills & abilities:
– Strong projects development, design and monitoring skills.
– Strong organizational development skills and experience in development of and training for monitoring and evaluation systems
